[GREEN JOBS FORUM] 15:56:58 Her experience spans a broad range of social and human development issues, including social protection, gender equality, poverty reduction, education, and youth. [GREEN JOBS FORUM] 15:57:09 She has contributed to the development of ASEAN declarations, work plans, and other regional policy frameworks, and has extensive experience facilitating cooperation among [GREEN JOBS FORUM] 15:57:20 member states, dialogue partners, employers and workers organizations, and civil society and other stakeholders. Ladies and gentlemen. [GREEN JOBS FORUM] 15:57:30 Welcome to Mega Hir [GREEN JOBS FORUM] 15:57:42 Good afternoon. [GREEN JOBS FORUM] 15:57:44 So I was told that I have 6 minutes to do a brief introduction. [GREEN JOBS FORUM] 15:57:50 Actually. [GREEN JOBS FORUM] 15:57:51 I'm about to introduce, which is about the framework and action plan. [GREEN JOBS FORUM] 15:57:57 green transition. It's something that many of you are already aware. So this is just to refresh. [GREEN JOBS FORUM] 15:58:03 what you want to do. [GREEN JOBS FORUM] 15:58:07 discuss about promotion of green jobs in ASEAN. This is not something new. [GREEN JOBS FORUM] 15:58:13 Development has intensified in the last give and take a decade. [GREEN JOBS FORUM] 15:58:18 I would like to thank, in particular, Ministry of Human Resources of Malaysia, who has shown strong leadership since a decade ago. [GREEN JOBS FORUM] 15:58:28 Through the initiative of the development of ASEAN Declaration on Promoting Green Jobs, which was then adopted by labor ministers in 2018, [GREEN JOBS FORUM] 15:58:39 commitment was reiterated in the joint statement of the ministers last year. [GREEN JOBS FORUM] 15:58:47 accompanying that joint statement is the translation of the commitment into clear priority areas of actions at regional level, which are stipulated in the framework and action plan for the next five years. [GREEN JOBS FORUM] 15:59:03 I'm about to… [GREEN JOBS FORUM] 15:59:04 introduce after this. [GREEN JOBS FORUM] 15:59:07 Accompanying this framework and action plan, the [GREEN JOBS FORUM] 15:59:11 Conduct of the ASEAN Green Job Forum. [GREEN JOBS FORUM] 15:59:15 It's cemented in that action plan. [GREEN JOBS FORUM] 15:59:17 It started in 2024. [GREEN JOBS FORUM] 15:59:20 I hope to continue next year onwards. And so, we would like to also register our appreciation to the government of Australia. [GREEN JOBS FORUM] 15:59:30 and other partners that have been very supportive to the success of his forum. [GREEN JOBS FORUM] 15:59:37 We are not lacking information. [GREEN JOBS FORUM] 15:59:40 Some baseline studies, uh, have been. [GREEN JOBS FORUM] 15:59:44 conducted. [GREEN JOBS FORUM] 15:59:45 The original study on green job policy readiness was conducted in 2021. We have the author, Dr. Samantha, present here, and she also introduced the… [GREEN JOBS FORUM] 15:59:57 Assessment yesterday to look into the progress in the past 5 years and clearly, uh, across. [GREEN JOBS FORUM] 16:00:03 region, there has been positive development on the policy readiness, with some rooms for improvement. [GREEN JOBS FORUM] 16:00:11 following which next year we plan for the full-fledged comparative analysis. [GREEN JOBS FORUM] 16:00:17 Also, the regional analysis on demand and supply for green jobs and green scales was introduced. [GREEN JOBS FORUM] 16:00:27 You heard the presentation of Dr. Darius that there are five areas [GREEN JOBS FORUM] 16:00:32 areas of recommendations, including… [GREEN JOBS FORUM] 16:00:35 One particular recommendation that I thought is important to continue discussing it, which is how to pair renewable energy with the workforce plan. [GREEN JOBS FORUM] 16:00:46 How to create more demands for green jobs and translate those occupational requirements to competency frameworks. I think there's a need for continuous dialogue on [GREEN JOBS FORUM] 16:00:57 this particular recommendation. [GREEN JOBS FORUM] 16:00:59 also presented, which, uh, apologize, I did not mention on this slide. The initiative on greening Pivot [GREEN JOBS FORUM] 16:01:09 Looking into the use of Gary methodology in seeing the readiness of TVET systems and making it greener. [GREEN JOBS FORUM] 16:01:21 home [GREEN JOBS FORUM] 16:01:23 That this ecosystem can continue to advance. [GREEN JOBS FORUM] 16:01:27 For a particular reason that Malaysia has initiated the establishment of two, not one, but two. [GREEN JOBS FORUM] 16:01:36 Center of Excellence, one is on Green Job Center of Excellence. [GREEN JOBS FORUM] 16:01:40 And this is, again, uh… [GREEN JOBS FORUM] 16:01:43 caramelized in the framework and action plan. We hope for the fundamental initiatives, uh, [GREEN JOBS FORUM] 16:01:48 Ready to kick off next year. [GREEN JOBS FORUM] 16:01:51 And under the MSMP sector, the Center of Excellence for MSMP in green transition was launched last year. And I believe now they are in the ongoing discussion to find [GREEN JOBS FORUM] 16:02:03 the terms of reference, so we look forward to that. [GREEN JOBS FORUM] 16:02:08 If we discuss green jobs, green scales, we need to really streamline into the broader economic and sustainable development agendas. [GREEN JOBS FORUM] 16:02:18 In ASEAN, there are other relevant instruments and also initiatives which we believe those are quite relevant and needs to be mutually reinforcing in order to promote coherence, especially when we discuss about the need for more financing. [GREEN JOBS FORUM] 16:02:34 of the green job promotion, we need to really streamline. Just to pick up few examples, we have instruments commitments on [GREEN JOBS FORUM] 16:02:43 economy. [GREEN JOBS FORUM] 16:02:45 carbon neutrality, uh, circular economy, and these are led by other different ASEAN bodies. [GREEN JOBS FORUM] 16:02:53 We have also networks in the region to promote village and rural development. [GREEN JOBS FORUM] 16:03:00 cooperation on sustainable tourism, sustainable agriculture, and [GREEN JOBS FORUM] 16:03:06 environmental education. So, there are many other initiatives. [GREEN JOBS FORUM] 16:03:11 How do we ensure that the promotion of workforce ready for greening of industry and technology, it really streamlined in those other commitments, ensuring that any budget allocation for those initiatives also take into account [GREEN JOBS FORUM] 16:03:28 The the need for [GREEN JOBS FORUM] 16:03:33 of skills and labor policies. [GREEN JOBS FORUM] 16:03:37 Framework and Action Plan. [GREEN JOBS FORUM] 16:03:40 Has 5 key objectives. Essentially, to promote policy coherence. [GREEN JOBS FORUM] 16:03:47 Thank you for that collaboration. [GREEN JOBS FORUM] 16:03:49 Strengthening labor and skilling initiatives and policies. [GREEN JOBS FORUM] 16:03:54 Ensuring that when we talk about green skills, green jobs, it has to be just and inclusive. [GREEN JOBS FORUM] 16:04:02 meaning social protection, wages need to… [GREEN JOBS FORUM] 16:04:06 into. [GREEN JOBS FORUM] 16:04:07 After preparing skills, um, [GREEN JOBS FORUM] 16:04:12 Development and preventive institutions, we want to make sure that there are enough graduates wanting to build career in green sector. [GREEN JOBS FORUM] 16:04:23 If there are other sectors promising higher wages, uh, how. [GREEN JOBS FORUM] 16:04:27 How can we ensure that there are enough, uh, [GREEN JOBS FORUM] 16:04:30 workforce to stay in the green sector. So, all these have to go hand in hand. [GREEN JOBS FORUM] 16:04:36 Knowledge exchange, research, uh… [GREEN JOBS FORUM] 16:04:40 All of the cooperation at regional level is important to promote holistic approach. [GREEN JOBS FORUM] 16:04:48 There is no. [GREEN JOBS FORUM] 16:04:51 Fixed definition of what is green drop and green scale at ASEAN level, but for the purpose of the implementation of the framework, there is this broad… [GREEN JOBS FORUM] 16:05:01 definition of it. Essentially, if we look at it. [GREEN JOBS FORUM] 16:05:06 Jobs are jobs that help to protect and restore ecosystems and biodiversity, reduce energy, materials, water consumption. [GREEN JOBS FORUM] 16:05:17 There is a wide range of industries involved. [GREEN JOBS FORUM] 16:05:22 And so, therefore, when we continue this discussion, it's important that we continue to engage the ministries of [GREEN JOBS FORUM] 16:05:30 Trade and commerce and also the ASEAN [GREEN JOBS FORUM] 16:05:35 Business Association. [GREEN JOBS FORUM] 16:05:37 in our region. [GREEN JOBS FORUM] 16:05:40 This is the House framework of the. [GREEN JOBS FORUM] 16:05:44 Action plan, which [GREEN JOBS FORUM] 16:05:46 The three objective and uh… [GREEN JOBS FORUM] 16:05:48 corresponding outcomes to achieve. I will not go into the details of this, but what I would like to highlight here, two points. One, [GREEN JOBS FORUM] 16:05:57 We need to build the ecosystem. [GREEN JOBS FORUM] 16:06:00 When we talk about green job promotion. And second, we cannot separate the discussion between green jobs and [GREEN JOBS FORUM] 16:06:07 Digital skills. [GREEN JOBS FORUM] 16:06:17 I think I was in the breakout room session yesterday when we talked about electronic vehicle or EV. [GREEN JOBS FORUM] 16:06:17 how the AVs nowadays embed the AI technology in the car system and navigation, meaning that it's not only about the skills to maintain the batteries, but also to actually operate the AI. [GREEN JOBS FORUM] 16:06:31 Base system of the car. [GREEN JOBS FORUM] 16:06:36 Cross-sectoral considerations that we need to look into. [GREEN JOBS FORUM] 16:06:44 Yes, 0, 0. [GREEN JOBS FORUM] 16:06:47 There are five of them. [GREEN JOBS FORUM] 16:06:52 I would like to highlight the first point and the last point. The first one is the need for sector-specific roadmaps. [GREEN JOBS FORUM] 16:07:01 I think we touched upon this since yesterday, but we haven't gone into, uh, [GREEN JOBS FORUM] 16:07:07 deeper conversation on this. How do we go about this sector specific roadmaps? Secondly, [GREEN JOBS FORUM] 16:07:14 Creating financial mechanism to share resources and support workers. How? [GREEN JOBS FORUM] 16:07:20 We are not lacking of plans and initiatives, but resources are important to get things, uh, [GREEN JOBS FORUM] 16:07:30 governance and implementation. [GREEN JOBS FORUM] 16:07:33 the labour sector, uh… [GREEN JOBS FORUM] 16:07:36 is identified in the framework as the leading sector to track progress and implement the action plan in collaboration with other sectors and also other stakeholders, including trade unions, private sector, [GREEN JOBS FORUM] 16:07:51 civil society, academia, and development, uh, [GREEN JOBS FORUM] 16:07:55 So we cannot, uh, move [GREEN JOBS FORUM] 16:07:56 ahead alone, but we have to collaborate with one another. So I think I stop here. [GREEN JOBS FORUM] 16:08:03 Provide enough entry points for your further sharing on how do we go about this at regional level to advance green job promotion. [GREEN JOBS FORUM] 16:08:12 Thank you. [GREEN JOBS FORUM] 16:08:19 presenter. [GREEN JOBS FORUM] 16:08:20 Director for EY ASEAN Economic Advisory and Public [GREEN JOBS FORUM] 16:08:26 Listen. [GREEN JOBS FORUM] 16:08:27 Here are brief sentences on the farms. [GREEN JOBS FORUM] 16:08:30 Gathering insights and emerging recommendations. [GREEN JOBS FORUM] 16:08:34 Director of EY Singapore with over seven years, 17 years of experience in economic analysis, strategy development and [GREEN JOBS FORUM] 16:08:43 policy for air. [GREEN JOBS FORUM] 16:08:44 of expertise span economic transformation, labor markets, and workforce development, [GREEN JOBS FORUM] 16:08:51 skills development, and the implications of emerging technologies, [GREEN JOBS FORUM] 16:08:57 artificial intelligence. [GREEN JOBS FORUM] 16:08:59 jobs and workforce rings. [GREEN JOBS FORUM] 16:09:02 His extensive experience working with governments, international organizations, and businesses across ASEAN and the broader Asia-Pacific region. [GREEN JOBS FORUM] 16:09:12 particular focus on translating economic, technological, and environmental change into practical policy and work [GREEN JOBS FORUM] 16:09:19 strategies. [GREEN JOBS FORUM] 16:09:21 Prior to joining EY. [GREEN JOBS FORUM] 16:09:23 The Asian Infrastructure Investment Bank, [GREEN JOBS FORUM] 16:09:28 Central Bank of America. [GREEN JOBS FORUM] 16:09:33 In economics from the University of Cambridge. [GREEN JOBS FORUM] 16:09:36 Ladies and gentlemen, [GREEN JOBS FORUM] 16:09:37 It's really you. [GREEN JOBS FORUM] 16:09:49 Thank you, and a very good afternoon to everyone. [GREEN JOBS FORUM] 16:09:53 The past two days we have heard a rich range of perspectives on the green jobs transition. [GREEN JOBS FORUM] 16:09:59 One focus largely on the demand side, how industrial transformation, investment, technology, and decisions by enterprises are changing jobs and skills. [GREEN JOBS FORUM] 16:10:10 Today, we focus more on the workforce response, how skills and feedback systems can respond and how labour market policies, social dialogue and social protection can support workers through that change. [GREEN JOBS FORUM] 16:10:23 I'm not trying to summarize two very rich and productive days or cover every point on the slides that I have. [GREEN JOBS FORUM] 16:10:30 Instead, I would like to highlight seven broad themes that emerged around three larger questions. First, can we better understand and anticipate the workforce transition? [GREEN JOBS FORUM] 16:10:42 How do we ensure workers can participate in and benefit from that transition? [GREEN JOBS FORUM] 16:10:47 How can we continue strengthening the league? [GREEN JOBS FORUM] 16:10:50 Between condition policy and implementation. [GREEN JOBS FORUM] 16:10:55 Let me start first with the definition and measurement. [GREEN JOBS FORUM] 16:10:59 countries and institutions may define and measure green jobs and green skills differently. [GREEN JOBS FORUM] 16:11:04 This is not simply a technical issue. What we [GREEN JOBS FORUM] 16:11:08 Define affects what we measure and what we measure affects what we can see. If we focus only on jobs in obviously green sectors, we may [GREEN JOBS FORUM] 16:11:17 is the transformation that are taking place within existing occupations. A technician may still be a technician, an engineer may still be an engineer, but they're [GREEN JOBS FORUM] 16:11:27 Plus, technologies and skills may be changing, so the issue is not simply how many green jobs we have. It is about understanding where demand is changing. [GREEN JOBS FORUM] 16:11:37 jobs and tasks are affected and which skills may be increasingly needed. [GREEN JOBS FORUM] 16:11:42 deliver information can help connect investment and industry transformation to changing jobs and tasks, and ultimately to skills development. [GREEN JOBS FORUM] 16:11:52 ASEAN. [GREEN JOBS FORUM] 16:11:54 Autobility can also support mutual learning and help identify emerging needs while ensuring member states' adept approaches to national contexts. [GREEN JOBS FORUM] 16:12:06 The second theme was the relationship between green and digital transformation. [GREEN JOBS FORUM] 16:12:11 Technology can enable the green transition and create new opportunities. But we also heard that technological change can disrupt existing jobs and displace some workers. [GREEN JOBS FORUM] 16:12:22 This suggests value in looking at brain and digital transformation together. [GREEN JOBS FORUM] 16:12:26 including both the opportunities they create and the transitions they require. [GREEN JOBS FORUM] 16:12:32 What ultimately matters is the combination of capabilities needed to perform changing jobs. And this is not only about preparing young people, [GREEN JOBS FORUM] 16:12:42 of the workforce in ASEAN. [GREEN JOBS FORUM] 16:12:46 Sorry, much of the work. [GREEN JOBS FORUM] 16:12:47 I think will depend on tomorrow is already working today. So reskilling and upskilling the existing workers will be critical. [GREEN JOBS FORUM] 16:12:56 at least directly to my next team. [GREEN JOBS FORUM] 16:13:00 This brings me to our second question. How do we ensure that all enterprises, including the small and medium-sized enterprises, [GREEN JOBS FORUM] 16:13:08 Others can participate in and benefit from the transition. [GREEN JOBS FORUM] 16:13:11 Different workers, sectors and communities may experience the transition differently. [GREEN JOBS FORUM] 16:13:17 investment and technologies will create opportunities, but some occupations will change significantly. [GREEN JOBS FORUM] 16:13:23 And workers may have different abilities to access those opportunities. Importantly, the objective is not simply to create more green jobs, but to ensure that these jobs are also decent jobs. [GREEN JOBS FORUM] 16:13:34 This means looking at the quality of jobs, including workers' rights, social protection, and occupational safety and health. [GREEN JOBS FORUM] 16:13:42 This is particularly important as new technologies, production processes, and working environments may also bring new or changing workplace risk. [GREEN JOBS FORUM] 16:13:51 Skills are an important part of this, but often training alone may not always be enough. [GREEN JOBS FORUM] 16:13:57 Workers may face training costs or lost income. Some informal workers may have more limited access to formal training and certification, and workers may have relevant skills that are not yet formally recognised. So we need to think about skills, recognition of [GREEN JOBS FORUM] 16:14:13 running decent work, occupational safety and health and social protection together. [GREEN JOBS FORUM] 16:14:19 The question is not only whether Neil Greens [GREEN JOBS FORUM] 16:14:20 are being created. It is also whether workers can access those opportunities, whether the jobs are safe and decent, and whether workers can benefit from the transition. [GREEN JOBS FORUM] 16:14:32 This connects very closely to the next theme on social dialogue. [GREEN JOBS FORUM] 16:14:36 The discussions highlighted the value of engaging workers and employers early and meaningfully. [GREEN JOBS FORUM] 16:14:41 through the transition. [GREEN JOBS FORUM] 16:14:44 Let's bring insights into changing technologies and skills needs. Workers bring insights into how these changes affect jobs, tasks, and workplaces. And government has an important role in enabling this dialogue. [GREEN JOBS FORUM] 16:14:57 to translate it into policy and implementation. [GREEN JOBS FORUM] 16:15:01 We also have the point that the public sector can lead by example. [GREEN JOBS FORUM] 16:15:04 to ensure its own role as an employer. So effective social dialogue is about bringing these perspectives together. [GREEN JOBS FORUM] 16:15:11 What a transition that is practical, responsive, and inclusive. [GREEN JOBS FORUM] 16:15:17 maintenance delivery [GREEN JOBS FORUM] 16:15:19 importantly, ASEAN member states are not starting from zero. [GREEN JOBS FORUM] 16:15:23 Across these two days, we have had examples of strategies, frameworks, programs and partnerships that are already underway across the region. [GREEN JOBS FORUM] 16:15:31 The opportunity is to build on this progress and continue strengthening the connection between ambition, policy and implementation. [GREEN JOBS FORUM] 16:15:39 This is where measurement comes back into the discussion. Beyond understanding the scale of employment, [GREEN JOBS FORUM] 16:15:45 can help us understand whether the interventions are achieving the intended outcomes. [GREEN JOBS FORUM] 16:15:50 For example, when [GREEN JOBS FORUM] 16:15:52 The training supports pathways into relevant employment, and whether employers can access the skills they need. [GREEN JOBS FORUM] 16:16:00 The other words measurement can help us move from tracking activity towards understanding impact. [GREEN JOBS FORUM] 16:16:08 Transportation also brings us to coordination. [GREEN JOBS FORUM] 16:16:11 jobs cut across economic policy, industry, labor, skills, environment, and social protection. They also involve government, [GREEN JOBS FORUM] 16:16:19 workers, trading institutions and other partners. [GREEN JOBS FORUM] 16:16:23 partnerships and coordination mechanisms already exist across ASEAN. [GREEN JOBS FORUM] 16:16:28 opportunity is to strengthen the connections between them so that economic transformation informs skills development and skills development translates into opportunities and outcomes for workers. No single actor can do this alone. [GREEN JOBS FORUM] 16:16:43 Finally, financing. [GREEN JOBS FORUM] 16:16:45 considerable discussion about investment in the green transition, but there is also the question of how we finance the workforce transition and how that responsibility can be shared. [GREEN JOBS FORUM] 16:16:55 GEP has benefits for workers, employers and the wider economy, but those benefits may emerge over time and be shared across different stakeholders. [GREEN JOBS FORUM] 16:17:05 particularly relevant for MSMEs and for workers who may face financial barriers to reskilling. [GREEN JOBS FORUM] 16:17:11 with investment in the green transition continues to grow, workforce development also needs to be part of that broader financing conversation. [GREEN JOBS FORUM] 16:17:20 Drawing across these discussions, we have compiled five emerging recommendations. [GREEN JOBS FORUM] 16:17:26 Common definitions are indicators, integrating green and visual skills, making training inclusive and accessible, strengthening recognition of prior learning, and strengthening meaningful social dialogue. [GREEN JOBS FORUM] 16:17:38 Now, with action considerations. First, ASEAN member states have different starting points, priorities and national circumstances. Vision of cooperation does not mean uniformity. It can provide useful common reference starting points while allowing approaches to be adapted nationally. [GREEN JOBS FORUM] 16:17:55 Second. [GREEN JOBS FORUM] 16:17:56 Our cooperation is most valuable where it complements and strengthens national efforts. [GREEN JOBS FORUM] 16:18:01 This could include shared approaches and tools, more comparison, [GREEN JOBS FORUM] 16:18:05 Exchange of good practices, and greater recognition and portability of skills. [GREEN JOBS FORUM] 16:18:12 But, these recommendations are interconnected. Definitions and indicators strengthen the evidence base. [GREEN JOBS FORUM] 16:18:19 policy and skills development. [GREEN JOBS FORUM] 16:18:22 skills opportunities need to be accessible, social dialogue can strengthen design and implementation. And all of this requires effective coordination and sustainable financing. [GREEN JOBS FORUM] 16:18:34 So if I leave us with one overarching reflection from these two days, it is that green jobs conversation is increasingly moving from the what and the why towards the how. [GREEN JOBS FORUM] 16:18:45 and its member states are really taking important steps. The opportunity now is to build on that progress and strengthen the connections between investment, industry transformation, skills development, decent work, worker support, and implementation. [GREEN JOBS FORUM] 16:19:00 Your objective is not to create more green jobs only, it is to ensure that jobs and opportunities created through the transition are also decent, safe and accessible, [GREEN JOBS FORUM] 16:19:10 that workers are equipped and supported to participate in and benefit from this transition. [GREEN JOBS FORUM] 16:19:15 This means connecting the different parts of the agenda. [GREEN JOBS FORUM] 16:19:18 And these issues do not sit only within one policy area. [GREEN JOBS FORUM] 16:19:23 The decision cannot be delivered by one institution or one group of stakeholders alone. [GREEN JOBS FORUM] 16:19:28 opportunity is to bring economic transformation and workforce development together while keeping decent work and workers' well-being at the center. [GREEN JOBS FORUM] 16:19:35 of the transition. [GREEN JOBS FORUM] 16:19:37 That naturally brings us to the discussion that follows after this. What can each part of the ecosystem contribute? [GREEN JOBS FORUM] 16:19:44 coordination be strengthened and hopefully critically, where can ASEAN cooperation add value. [GREEN JOBS FORUM] 16:19:50 By complementing and strengthening national efforts, while respecting the different priorities and circumstances of member states. So with this, I hope the preliminary reflections from the two days provide a useful start to the panel discussion that follows. Thank you very much. [GREEN JOBS FORUM] 16:20:05 Thank you very much for a very insightful, abrupt [GREEN JOBS FORUM] 16:20:09 which captures seven key things, five recommendations across the two things. [GREEN JOBS FORUM] 16:20:14 And now, to move forward, allow me to introduce our moderator. [GREEN JOBS FORUM] 16:20:20 is the director of the Human Development Directorate at the ASEAN Secretariat. Thank you to our MC for making a very comprehensive introduction of everyone. That saves a lot of time for me as the moderator. [GREEN JOBS FORUM] 16:24:04 Let me first start by thanking Mega and Huiyi for their insightful presentations. So Mega highlighted the ASEAN perspective on implementing the framework and action plan. [GREEN JOBS FORUM] 16:24:18 emphasize the importance of collaboration across sectoral bodies and stakeholders. On the other hand, Ms. We synthesis brought together the key messages. [GREEN JOBS FORUM] 16:24:29 emerging from our discussions over the past two days and highlighted practical areas where ASEAN cooperation can deliver impact. [GREEN JOBS FORUM] 16:24:37 I think it's important that, you know, we… [GREEN JOBS FORUM] 16:24:41 Are we really gave much time to introduce our panelists, because it just says that they are the right persons to be in this panel, apart from representing their countries, I hope they will be also wearing the hat of their respective sectoral bodies. [GREEN JOBS FORUM] 16:24:59 comes from Singapore and she also wears the hat as Islam Singapore from labor. [GREEN JOBS FORUM] 16:25:05 My name is Debbie is representative of Senior Economic Official of Indonesia, and Mr. Tran is representing senior official of Environment. [GREEN JOBS FORUM] 16:25:18 So let's all give them a warm round of applause before we begin. [GREEN JOBS FORUM] 16:25:22 Yes, that's for motivation. [GREEN JOBS FORUM] 16:25:26 Okay, so building on the perspectives shared earlier by Mega and Huiyi, this panel will broadly explore how ASEAN [GREEN JOBS FORUM] 16:25:35 Translate the framework and action plan into four course, practical cooperation while respecting the national. [GREEN JOBS FORUM] 16:25:44 Circumstances and priorities of the member states. Our discussion has 4 focus areas. First is, uh, we'd like to distinguish between those that initiatives that can be led at the national level [GREEN JOBS FORUM] 16:25:59 Versus those that are better led at the regional level. [GREEN JOBS FORUM] 16:26:04 Another focus would be to consider the regional foundations that could strengthen the implementation of the regional framework and action plan. [GREEN JOBS FORUM] 16:26:14 And third, to examine how ASEAN bodies across labor, [GREEN JOBS FORUM] 16:26:20 trade and environment and other sectors, uh, can contribute and where stronger cross-sectoral coordination and ownership. [GREEN JOBS FORUM] 16:26:30 I need that. [GREEN JOBS FORUM] 16:26:33 And finally, for the fourth focus, we wish to identify a limited set of practical actions that [GREEN JOBS FORUM] 16:26:41 Possibly identify in terms of, uh, owners, partners, resources, and next steps, and hopefully this this can be something that's practical and implementable. And, uh, we might be able to update them even before the next [GREEN JOBS FORUM] 16:26:56 Dream Jobs Forum. [GREEN JOBS FORUM] 16:26:58 So before we begin, uh, let me have a very quick housekeeping note. We have approximately 30 minutes for this discussion, and 10 minutes for audience Q&A later, and 5 minutes for the closing summary. So I would, uh… [GREEN JOBS FORUM] 16:27:13 Gently request our candidates to keep their interventions to about 2 minutes for questions, so I will be directing some questions to you in different rounds. [GREEN JOBS FORUM] 16:27:22 So let me begin. So this one is directed to all our panelists. [GREEN JOBS FORUM] 16:27:28 Advance, adjust, and inclusive transition to green jobs and skills in ways that reflect national circumstances. And where could ASEAN-level cooperation add distinct value? [GREEN JOBS FORUM] 16:27:44 And if possible, uh, please give a concrete examples. Uh, can I start with you, Virginet? [GREEN JOBS FORUM] 16:27:51 Thank you. [GREEN JOBS FORUM] 16:27:53 I think… [GREEN JOBS FORUM] 16:27:55 . [GREEN JOBS FORUM] 16:27:58 Across this forum or [GREEN JOBS FORUM] 16:28:02 I was sharing just now and also in Ms. Redora's house. [GREEN JOBS FORUM] 16:28:08 As I mentioned just now about respecting national. [GREEN JOBS FORUM] 16:28:12 policies and existing circumstances. I think a lot of the policies, or a lot of the work. [GREEN JOBS FORUM] 16:28:18 can be nationally led first, because the opportunities, workforce needs, and all the sectoral priorities. [GREEN JOBS FORUM] 16:28:25 will actually naturally differ across all ASEAN member states because of the different economic structures, differing priorities, as well as the different labour market conditions. [GREEN JOBS FORUM] 16:28:40 ASEM can actually come in, it's actually on facilitating the sharing of experiences between our member states to actually leverage on collective wisdom. [GREEN JOBS FORUM] 16:28:51 the different areas such as labour market information, skills anticipation, industry engagement, workforce transition measures, and social dialogue, they may all particularly benefit from regional cooperation and knowledge exchange. [GREEN JOBS FORUM] 16:29:06 So perhaps the concrete example would be, [GREEN JOBS FORUM] 16:29:10 Singapore recently hosted the leaders in tripodism program earlier in… [GREEN JOBS FORUM] 16:29:17 Yeah, in May where we actually sort of brought in our tripartite leaders from all across ASEAN member states as well as our plus three countries to actually share Singapore's experience in terms of tripartisan as well. [GREEN JOBS FORUM] 16:29:32 together over 40 participants for the event, but we actually shared regional knowledge and strengthened the regional knowledge on tripartism. So perhaps this is where ASEAN or you can really see the true value of ASEAN, of collaborating. [GREEN JOBS FORUM] 16:29:48 and knowledge exchange. So I think that is where, as a member states can actually come together. [GREEN JOBS FORUM] 16:29:53 Thank you. Thank you. Debbie? [GREEN JOBS FORUM] 16:29:57 And thank you, Uber, for the opportunity. Uh, good afternoon, everyone. So, uh, I will try to give perspectives from the trade and economic policy. [GREEN JOBS FORUM] 16:30:08 this issue and I would like to highlight the importance of policy dialogue about [GREEN JOBS FORUM] 16:30:15 raindrops, especially in the economic pillar, where the ASEAN Economic Community Strategic Plan 2026 and 2030 state that we need to mainstream the [GREEN JOBS FORUM] 16:30:30 I'm at a [GREEN JOBS FORUM] 16:30:32 ponds policies into all policy sectors. So I think through the policy dialogue, we could mainstream what's constituted as green jobs, what's the significance of green jobs, and how [GREEN JOBS FORUM] 16:30:49 Our workforce could adapt to the green transition itself. And under the economic pillar, actually the trajectory of sustainability and green economy discussion is in a good trajectory. [GREEN JOBS FORUM] 16:31:05 Why can I say that? Because, uh, the [GREEN JOBS FORUM] 16:31:08 in FDA in free trade agreement, we try to incorporate the sustainability and green elements into the FTA. For instance, last year we just signed the ATIGA Act [GREEN JOBS FORUM] 16:31:24 Where we try to incorporate the sustainability and green elements to it. For instance, we try to incorporate the [GREEN JOBS FORUM] 16:31:40 manufacture books. [GREEN JOBS FORUM] 16:31:42 in that agreement, and also we try to support the investment, green investment and green projects within ASEAN by creating [GREEN JOBS FORUM] 16:31:54 # um. [GREEN JOBS FORUM] 16:31:56 Creating a great [GREEN JOBS FORUM] 16:32:00 environment for the green investment to invest in ASEAN. So I think the first is to maintain the policy dialogue and the second one is to [GREEN JOBS FORUM] 16:32:13 Enhance the green elements in the FTA and other N plus 1 FTA. Thank you. Thank you, Debbie. I think that's a very good development in terms of the economic pillar, especially in the upgrade of the FTAs, whereas before in the earlier versions of the FTAs, there were no such [GREEN JOBS FORUM] 16:32:29 provisions, but now you're integrating this, you know, green and climate and sustainability. Just a very quick follow-up. Well, when you said that, uh, well, when you mentioned the examples of FDAs, uh, [GREEN JOBS FORUM] 16:32:40 Are you just having to regional or a multilateral FTAs are also applicable to country level free trade agreements, I mean, the bilateral ones. [GREEN JOBS FORUM] 16:32:50 Well, actually, I mentioned about the regional level. [GREEN JOBS FORUM] 16:32:55 FDA, and other than the Aote upgrade, we also have the ASEAN, Australia-New Zealand Free Trade Upgrade, where we have a specific chapter about [GREEN JOBS FORUM] 16:33:06 Sustainable. [GREEN JOBS FORUM] 16:33:08 development and green economy. [GREEN JOBS FORUM] 16:33:10 And currently, we are also negotiating with Canada and Korea, and we will try to incorporate the sustainability and green economy elements to it as well. And as for Indonesia, we also have the Indonesia-Canada sega, where we [GREEN JOBS FORUM] 16:33:26 try to incorporate that green economy elements to it as well. Thank you very much. Excellent clarification, at least in terms of the FDA, it can apply to both regional and national level. Mr. Chan, your turn. So, what do you think are the initiatives that are better led to national compared to [GREEN JOBS FORUM] 16:33:43 Those are practically led at the regional level. [GREEN JOBS FORUM] 16:33:48 Our program to develop 1 million hectare. [GREEN JOBS FORUM] 16:33:59 high quality, low emission right in the middle of the PM in November 2020. [GREEN JOBS FORUM] 16:34:07 We covering speech as well. Let's see letter management and measurement of permission. [GREEN JOBS FORUM] 16:34:19 5,000 hect. [GREEN JOBS FORUM] 16:34:28 This morning, 2022. [GREEN JOBS FORUM] 16:34:43 That has our skill. [GREEN JOBS FORUM] 16:34:50 The church has been mostly [GREEN JOBS FORUM] 16:34:53 It's not electric vehicle for other energy for the tourism. [GREEN JOBS FORUM] 16:35:04 so that our nation can be compared, recognized, and learn from. [GREEN JOBS FORUM] 16:35:18 Thank you, so it's very good that you highlighted, you know, what, what are the tools and instruments that are very useful for ASEAN member states, you know, if these are produced at the regional level, so that the country can also align and do its own national [GREEN JOBS FORUM] 16:35:32 initiative that will be comparable and, you know, uh, in harmony with the regional commitments. I think that's a very good segue to my next question. [GREEN JOBS FORUM] 16:35:41 The next question is about what [GREEN JOBS FORUM] 16:35:43 foundations, tools or resources would most help ASEAN member states anticipate and respond to changing green jobs and green skills needs. While it is open to all our panelists, I would [GREEN JOBS FORUM] 16:35:57 I could direct this question to Greenet. [GREEN JOBS FORUM] 16:36:02 I think from the legal perspective, it is really about knowing [GREEN JOBS FORUM] 16:36:08 getting the correct information, so we have been talking about good data and good information. [GREEN JOBS FORUM] 16:36:15 in driving good policies but not just in terms of driving good policies but also in assessing our policies as well. [GREEN JOBS FORUM] 16:36:25 Even if we put out a policy, we need something to measure whether this policy actually works. [GREEN JOBS FORUM] 16:36:31 Strengthening this aspect in terms of discussing. [GREEN JOBS FORUM] 16:36:37 Sharing information about our. [GREEN JOBS FORUM] 16:36:40 Effectiveness of the different national policies is also very important. So I think working on strengthening labour market information systems is quite an important [GREEN JOBS FORUM] 16:36:52 One thing that um. [GREEN JOBS FORUM] 16:36:54 From the investment perspective that we hope to be able to [GREEN JOBS FORUM] 16:36:57 Personally as well, so I think, um, [GREEN JOBS FORUM] 16:37:01 of the green jobs. [GREEN JOBS FORUM] 16:37:04 We have actually built quite [GREEN JOBS FORUM] 16:37:07 a solid foundation in terms of the different reports that we have coming from Recogn, as well as from the IRO as well. So maybe perhaps building on this existing reports and analysis on [GREEN JOBS FORUM] 16:37:20 different national policies could actually help in terms of the regional knowledge sharing of what policies work and what policies do not work as well. [GREEN JOBS FORUM] 16:37:31 I think building on all these reports and assessments are quite critical. [GREEN JOBS FORUM] 16:37:37 Thank you, Gwinnett, for that. So, uh, we're not just stopping with alumni and other initiatives to enhance the data sharing, because that one is already ongoing with support of our partners, but more than that, you're emphasizing the need to do policy analysis or policy evaluation. [GREEN JOBS FORUM] 16:37:54 to see whether, you know, the policies that were adopted at the national level are really, you know, serving their purpose. Thank you for that. [GREEN JOBS FORUM] 16:38:02 My next question. [GREEN JOBS FORUM] 16:38:05 about, ah. [GREEN JOBS FORUM] 16:38:08 It will be about coordinating across sectoral bodies and with other stakeholders as well. But while, again, this is open to all panelists, I would like to invite Debbie to particularly answer this one. [GREEN JOBS FORUM] 16:38:23 How do you think relevant ASEAN sectoral bodies can work together more effectively? [GREEN JOBS FORUM] 16:38:29 connect green economic and sectoral trends. [GREEN JOBS FORUM] 16:38:33 conditions. [GREEN JOBS FORUM] 16:38:34 creation, workforce development, and [GREEN JOBS FORUM] 16:38:37 skits. [GREEN JOBS FORUM] 16:38:38 Okay, so when we talk about brain jobs, I think the sexual body that closely related must be slum. But given the cross-cutting nature of the green jobs and green transition, of course, uh, Islam itself cannot, uh, [GREEN JOBS FORUM] 16:38:54 fulfill all of the gaps, right? So, I think there should be another [GREEN JOBS FORUM] 16:39:02 platform across sexual bodies, and if I could. [GREEN JOBS FORUM] 16:39:06 point there is one sexual body and other as an economic pillar, which is the ASEAN Focal Group on Circular Economy, where in that focal group [GREEN JOBS FORUM] 16:39:20 comprises of the senior official label from Slum, SEOM, [GREEN JOBS FORUM] 16:39:27 Some transportation, energy. [GREEN JOBS FORUM] 16:39:31 Which, uh, actually, um. [GREEN JOBS FORUM] 16:39:35 We can, uh, coordinate in correspondence to address the green jobs and green transition issues. So, I think enhancing the current mechanism that we have, which is through focus work on circular economy. [GREEN JOBS FORUM] 16:39:51 an advantage for ASEAN to accelerate to the green transition. [GREEN JOBS FORUM] 16:39:56 Thank you, Mister David. Before I turn to John. [GREEN JOBS FORUM] 16:40:00 I also opened the same question to the other panelists, because this is about connecting the work of the various sectoral bodies. So the mandate on implementing the framework and action plan sits squarely on the labor ministers [GREEN JOBS FORUM] 16:40:16 The support of the senior labor officials maintain. So, but with this framework, this platform, that means Devi was talking about is under the economic pillar, although there is membership from the other sectors as well as labor. So, um… [GREEN JOBS FORUM] 16:40:31 What do you think should be the role of slum in that particular platform under the circular economy? [GREEN JOBS FORUM] 16:40:42 I think because we will provide, obviously, the labour perspective in terms of maybe perhaps providing [GREEN JOBS FORUM] 16:40:50 Considerations for a just and inclusive. [GREEN JOBS FORUM] 16:40:53 transition in terms of the singular economy and I think providing. [GREEN JOBS FORUM] 16:40:59 of perspectives in terms of. [GREEN JOBS FORUM] 16:41:05 That is important for our workers. [GREEN JOBS FORUM] 16:41:08 or even for our tripartite partners. [GREEN JOBS FORUM] 16:41:10 As well in terms of the industry, the employers as well because I think the circular economy is so wide but it's also. [GREEN JOBS FORUM] 16:41:19 Something that we have to take into account, not just our workers, but also of all our industry players and employers. So from the labour perspective, we could possibly be able to provide some input on that as well. [GREEN JOBS FORUM] 16:41:33 Thank you very much for that, I know that wasn't expected. But, uh, it's just that, uh, labor plays a very important role because of its leadership on this, uh, regional framework and action plan. [GREEN JOBS FORUM] 16:41:46 I think the… [GREEN JOBS FORUM] 16:41:50 The uniqueness of the ASEAN labor sector compared to the other sectoral bodies in ASEAN is that this is the only sectoral body that has a social dialogue component that really involves tripartite partners. So I think, you know, you bring [GREEN JOBS FORUM] 16:42:05 That kind of perspective and with whatever mechanism or platform you go into. Thank you again for that. [GREEN JOBS FORUM] 16:42:13 And now may I move on to Mr. Tran. [GREEN JOBS FORUM] 16:42:16 the environment sector, uh, perspective. [GREEN JOBS FORUM] 16:42:21 What do you think are the [GREEN JOBS FORUM] 16:42:24 Tractical approaches or experiences from member states, um, that could inform the implementation of this framework and action plan, and what barriers need to be addressed for [GREEN JOBS FORUM] 16:42:36 effective approaches to be implemented or scaled. [GREEN JOBS FORUM] 16:42:40 From our experience, but the people [GREEN JOBS FORUM] 16:42:47 actually join the firmware. [GREEN JOBS FORUM] 16:42:53 my study, because our life program. [GREEN JOBS FORUM] 16:42:55 I'm training for more than 1 million participants in May 2023, the target group includes [GREEN JOBS FORUM] 16:43:04 Not in the corporate management [GREEN JOBS FORUM] 16:43:09 So, firmware and company to recovery. [GREEN JOBS FORUM] 16:43:13 As a community, as a community worker is innocent, dreams up in itself. [GREEN JOBS FORUM] 16:43:19 This morning the IDF study made the same point with green potential alphan order. [GREEN JOBS FORUM] 16:43:28 And so embodiment. [GREEN JOBS FORUM] 16:43:31 We will not examine the [GREEN JOBS FORUM] 16:43:35 sophomore class. [GREEN JOBS FORUM] 16:43:43 scale the barrier. [GREEN JOBS FORUM] 16:43:56 And even later. [GREEN JOBS FORUM] 16:44:01 Why is the link between chain finance and markets accept metal? [GREEN JOBS FORUM] 16:44:11 When's a fire and cry for greener products. [GREEN JOBS FORUM] 16:44:17 The program includes training on gender equity and social inclusion for corporate. [GREEN JOBS FORUM] 16:44:25 Union and local social protection start taking back. [GREEN JOBS FORUM] 16:44:30 I think any small bubble. [GREEN JOBS FORUM] 16:44:33 And you stand up and you make it. Thank you [GREEN JOBS FORUM] 16:44:39 Thank you, Mr. John, I think it's a very, very nice example from Vietnam on how you're involving as many stakeholders that are involved in the entire ecosystem, uh, [GREEN JOBS FORUM] 16:44:49 as much as possible, and then making sure that there is participation and equal benefit, even those who are in vulnerable situations. Thank you again. [GREEN JOBS FORUM] 16:45:00 Uh, let me move on to [GREEN JOBS FORUM] 16:45:03 My next question. [GREEN JOBS FORUM] 16:45:06 So this would be, uh… [GREEN JOBS FORUM] 16:45:08 eligible to, uh, [GREEN JOBS FORUM] 16:45:11 the lists. [GREEN JOBS FORUM] 16:45:13 Uh, sorry, I think I missed the… [GREEN JOBS FORUM] 16:45:17 I missed, uh… [GREEN JOBS FORUM] 16:45:18 Same question being asked to miss, um… [GREEN JOBS FORUM] 16:45:24 Very um [GREEN JOBS FORUM] 16:45:27 asking you the [GREEN JOBS FORUM] 16:45:29 same question as Mr. Chen, if that's okay. So… [GREEN JOBS FORUM] 16:45:35 Are there, um, practical approaches or experiences, um, say, in Indonesia, that could inform the implementation of this framework and action plan, and what barriers need to be addressed for its effective implementation or scaling? [GREEN JOBS FORUM] 16:45:53 Well, actually, uh, to address this question, I think my colleague from Batmanas would have a better answer about it, but if I could… [GREEN JOBS FORUM] 16:46:06 Um, in order for other member states to, uh, identify what skill set that we need to enhance for green transition. [GREEN JOBS FORUM] 16:46:19 It takes a lot of, uh, [GREEN JOBS FORUM] 16:46:23 I'm in, uh… [GREEN JOBS FORUM] 16:46:25 Not all other member states have the capacity and capability to gather such information. For instance, in Singapore, they currently have a specific program to enhance the information about the skills [GREEN JOBS FORUM] 16:46:41 needed to adapt to the green transition, and, uh, for Indonesia. [GREEN JOBS FORUM] 16:46:47 Of course, we also need to do such assessment as well, but I think we, in the regional level, [GREEN JOBS FORUM] 16:47:04 cooperation in the scheme Ecotech, economic and technical cooperation in the FTA, where we could [GREEN JOBS FORUM] 16:47:14 Where are the dialogue partners of ASEAN could provide the, um… [GREEN JOBS FORUM] 16:47:21 technical assistance or capacity building for the ASAN member states to adapt to the green transitions. Maybe if, uh, we need some assistance or study or assessment. [GREEN JOBS FORUM] 16:47:36 utilize such scheme under the ACOTEC scheme in the FTA. [GREEN JOBS FORUM] 16:47:43 Thank you very much, Debbie, for highlighting that one. Um, as earlier pointed out by Gwyneth, you know, member states have varying levels of [GREEN JOBS FORUM] 16:47:51 readiness or, you know, development in terms of this area, and it's good to know that many dialogue partners are actually interested in helping ASEA. [GREEN JOBS FORUM] 16:48:01 in this agenda. So, that's a very important point that you raised. Now, for all the panelists, um, I would like [GREEN JOBS FORUM] 16:48:09 invite you to. [GREEN JOBS FORUM] 16:48:11 Please identify one priority action. Probably not the one that you have already mentioned, but one priority action, [GREEN JOBS FORUM] 16:48:20 And the possible owner or lead buddy, and the [GREEN JOBS FORUM] 16:48:24 and resources required, and possibly the next steps that could be taken before the next forum. So this is a big ask, I understand, so just, uh, try [GREEN JOBS FORUM] 16:48:34 Try your best to answer. Uh, may I start with Miss Bennett. [GREEN JOBS FORUM] 16:48:41 Okay, I think. [GREEN JOBS FORUM] 16:48:44 If the green changes shown and the need to actually rescue and upskill, [GREEN JOBS FORUM] 16:48:50 Maybe perhaps as a member states could encourage our workers to [GREEN JOBS FORUM] 16:48:57 Masculine, obscure, beyond just providing opportunities, I feel like [GREEN JOBS FORUM] 16:49:02 workers themselves, they have to see the need. [GREEN JOBS FORUM] 16:49:05 to be skew and upskill and to train themselves as well, to take on all the causes. So, for instance, I think in Singapore, we started with our Skills Future practice. [GREEN JOBS FORUM] 16:49:17 as something for our Singaporeans to just pick up. [GREEN JOBS FORUM] 16:49:21 Using speed like [GREEN JOBS FORUM] 16:49:25 Starting on wine tasting, so it may not be relevant to your. [GREEN JOBS FORUM] 16:49:29 your career path, but it exposes your people to [GREEN JOBS FORUM] 16:49:35 The rescue or the venue skills still. [GREEN JOBS FORUM] 16:49:38 off and reach your life as well so with this mindset that we have developed quite early on and now with this green transition and the need to constantly reskill, our Singaporeans are actually much more open [GREEN JOBS FORUM] 16:49:53 to actually participate and to take on all these different causes and training. So perhaps maybe in the other ASEN member states. [GREEN JOBS FORUM] 16:50:02 They may also want to try to encourage their workers and try to instill this mindset of lifelong learning across all your citizens. [GREEN JOBS FORUM] 16:50:12 Which is what Singapore has been trying to push for as well, and we try to encourage our citizens as well. So I think this might be an aspect that I hope [GREEN JOBS FORUM] 16:50:22 You can see the change here. Thank you, Gwynette. So, uh, it's very important that you highlighted lifelong learning and, um, [GREEN JOBS FORUM] 16:50:30 regime citizens to, you know, to have that desire to really upskill, uh, or skill themselves, not necessarily, you know, in line with their current job, but, you know, uh, [GREEN JOBS FORUM] 16:50:40 Many other opportunities present, huh? [GREEN JOBS FORUM] 16:50:43 David, same question. [GREEN JOBS FORUM] 16:50:46 Yeah, for me, I think it's important for ASEAN to utilize the mechanism or platform that we currently have. For instance, we just established the ACE MSME as in [GREEN JOBS FORUM] 16:51:01 Center of Excellence for MSME, where [GREEN JOBS FORUM] 16:51:05 We could give some capacity building for the MSME. [GREEN JOBS FORUM] 16:51:10 in ASEAN to, um, [GREEN JOBS FORUM] 16:51:13 They're soft to the supply chain or green transition. So it would be better if the ACE/MSME could be the platform for the MSME in ASEAN to upscale [GREEN JOBS FORUM] 16:51:30 themselves, uh, and also, I think, uh, it's also important to involve the. [GREEN JOBS FORUM] 16:51:38 Asian Business Advisory Council, as they comprises of businesses which also the employer. [GREEN JOBS FORUM] 16:51:47 So, uh, it would be great if the ASENBAC or the members of ASEANBAC would [GREEN JOBS FORUM] 16:51:56 Provide like a training program or internship program for MSME or the TVET students, so that they can adapt faster to the green transition. [GREEN JOBS FORUM] 16:52:08 Thank you very much, those are very, very important points, and recommendations, Mister Trump, same question. [GREEN JOBS FORUM] 16:52:24 Person [GREEN JOBS FORUM] 16:52:27 the sector in Korean agriculture. It should be on the ILL. [GREEN JOBS FORUM] 16:52:33 Forum. [GREEN JOBS FORUM] 16:52:40 for cooperation. [GREEN JOBS FORUM] 16:52:45 S-O-M-L in the [GREEN JOBS FORUM] 16:52:53 link with Summit and the environment and agriculture body contribute. [GREEN JOBS FORUM] 16:52:58 It's like 30 people. [GREEN JOBS FORUM] 16:53:00 Uh, the nature of funnel. [GREEN JOBS FORUM] 16:53:06 The next step in your first breath. [GREEN JOBS FORUM] 16:53:08 Beautiful one secured by the next [GREEN JOBS FORUM] 16:53:12 The second is no training program on climate change and measuring with SOP model and [GREEN JOBS FORUM] 16:53:24 We didn't know that from [GREEN JOBS FORUM] 16:53:28 this morning. [GREEN JOBS FORUM] 16:53:31 keep running throughout accepting [GREEN JOBS FORUM] 16:53:40 investment carrying a changing component. [GREEN JOBS FORUM] 16:53:48 But finally, like, coordination agreement [GREEN JOBS FORUM] 16:53:57 or eating slum SOM at [GREEN JOBS FORUM] 16:54:02 Also, joy progressed regularly. [GREEN JOBS FORUM] 16:54:10 environmental sector contributors enthusiast Forum. [GREEN JOBS FORUM] 16:54:30 Thank you very much, Ms. Okay. I think those are very concrete, uh, suggestions in terms of key priority areas on, uh, agriculture and finance and, uh, [GREEN JOBS FORUM] 16:54:42 Okay, so I think we have [GREEN JOBS FORUM] 16:54:46 About 9. [GREEN JOBS FORUM] 16:54:48 For our audience Q&A at this point, allow me to entertain questions from the floor if there's any. [GREEN JOBS FORUM] 16:54:55 I know we're very close to the closing, but yes, wonderful. We have a future from the… [GREEN JOBS FORUM] 16:55:02 A gentleman, kindly introduce yourself, and uh, please state your question briefly and tell us, um, to which panelists you want to direct your question. Thank you. Yes, my name is Anshama from Timor Life State. [GREEN JOBS FORUM] 16:55:14 I would like to ask Dr. Devi Suryaputri and other panelists can respond to this question as well, but I think Debbie. [GREEN JOBS FORUM] 16:55:23 Mention about… [GREEN JOBS FORUM] 16:55:25 I see an economic development plan in 2016, 2030. [GREEN JOBS FORUM] 16:55:29 I just wonder, because we have… [GREEN JOBS FORUM] 16:55:32 We have spent these two days, and I think that's something that is less talked about. [GREEN JOBS FORUM] 16:55:38 is the ecosystem services. [GREEN JOBS FORUM] 16:55:42 In the form of, for example, nature-based carbon credit program. [GREEN JOBS FORUM] 16:55:47 For example, in Timor-Leste. [GREEN JOBS FORUM] 16:55:52 projects that I know they've managed to sell more than 35,000 [GREEN JOBS FORUM] 16:55:58 credits in international markets, and I think that in… [GREEN JOBS FORUM] 16:56:03 Indonesia, they also run a carbon credit program. [GREEN JOBS FORUM] 16:56:07 internationally certified by UK-based plan people foundation. [GREEN JOBS FORUM] 16:56:13 Yeah. [GREEN JOBS FORUM] 16:56:15 So, I wonder with a dark plan. [GREEN JOBS FORUM] 16:56:18 Talks about [GREEN JOBS FORUM] 16:56:20 nature-based ecosystem services, both the [GREEN JOBS FORUM] 16:56:23 And then my time marine ecosystem services, because these are… [GREEN JOBS FORUM] 16:56:28 Also, green jobs and green jobs that are undertaken by [GREEN JOBS FORUM] 16:56:35 farmers. [GREEN JOBS FORUM] 16:56:36 foreign sector. [GREEN JOBS FORUM] 16:56:38 But they do very, very important jobs. [GREEN JOBS FORUM] 16:56:43 We live in a region that is very, very rich. We are naturally endowed. [GREEN JOBS FORUM] 16:56:50 We've been in Indonesia alone? [GREEN JOBS FORUM] 16:56:52 We have more than 25,000 islands. We are rich in minerals in gold and silver in our ocean, in our land and forest. [GREEN JOBS FORUM] 16:57:02 This also presents a challenge. [GREEN JOBS FORUM] 16:57:04 this week. [GREEN JOBS FORUM] 16:57:06 We have forest fires in Kalimanta. [GREEN JOBS FORUM] 16:57:08 It's affecting Indonesia, Malaysia and Singapore and part of the Philippines and also my country, Timberlyester. [GREEN JOBS FORUM] 16:57:16 What is in that plan? [GREEN JOBS FORUM] 16:57:18 That talks about… [GREEN JOBS FORUM] 16:57:21 joint management and monitoring of our resources, because I think that a lot of main jobs come [GREEN JOBS FORUM] 16:57:29 from this sector. [GREEN JOBS FORUM] 16:57:31 Red Blast Projects ARR. [GREEN JOBS FORUM] 16:57:34 For instance, you know, for instance, in, uh, [GREEN JOBS FORUM] 16:57:36 vegetation. [GREEN JOBS FORUM] 16:57:37 Uh, so I'd like to hear your… [GREEN JOBS FORUM] 16:57:41 idea and the contents of the plan on this sector. Thank you very much. [GREEN JOBS FORUM] 16:57:55 Okay, so before Miss Debbie answers, uh, I would invite others as well if uh there is another question from the floor. [GREEN JOBS FORUM] 16:58:04 Otherwise, we will just go with that, uh… [GREEN JOBS FORUM] 16:58:07 One question. Okay, so yes, uh, madam. [GREEN JOBS FORUM] 16:58:19 So my question is going to be very quick, but I would like to know from all three panelists. [GREEN JOBS FORUM] 16:58:31 from the off-skill that have you mentioned about, my question is how can you maintain that upskill from your perspective? Yes. [GREEN JOBS FORUM] 16:58:43 Uh, sorry, can you, can you repeat the question? Okay, so the question is, you have mentioned about the obscure, right? And I would [GREEN JOBS FORUM] 16:58:51 I'd like to know how can we maintain that upskill? How can we make sure that the skill can last long from your point of view? Yeah. [GREEN JOBS FORUM] 16:59:02 All right, so, okay, thank you for that question. We will stop at that for now, because of the time limitation. Um… [GREEN JOBS FORUM] 16:59:09 Miss Devi, would you like to answer? [GREEN JOBS FORUM] 16:59:13 Thank you for the question. Actually, uh… [GREEN JOBS FORUM] 16:59:18 I'm, to be honest, I'm not really an expert on the carbon credit and. [GREEN JOBS FORUM] 16:59:24 And its surrounding policies since in Indonesia, uh, about the carbon credit and carbon trading is, uh, under. [GREEN JOBS FORUM] 16:59:34 other agency, which is OGECA. [GREEN JOBS FORUM] 16:59:40 Yeah, other agencies, so I will try my best to answer. So, uh… [GREEN JOBS FORUM] 16:59:47 Uh, if I'm not mistaken, and the AEC strategic plan 2026-2030, [GREEN JOBS FORUM] 16:59:58 Doesn't really, uh, talk much about the… [GREEN JOBS FORUM] 17:00:01 About, uh, the carbon credit, but I do agree that during the past two days, we don't talk much about economic initiatives in ASEAN. [GREEN JOBS FORUM] 17:00:17 transitions and also green jobs as closely related to the economic issues, so perhaps next year, if there is any S&P jobs in 27, it would incorporate more about the economic issues or economic, uh, [GREEN JOBS FORUM] 17:00:32 initiatives. [GREEN JOBS FORUM] 17:00:35 As I could recall from the, uh, yesterday's presentation, actually, the agriculture sector have a huge potential for more than 50% for the agriculture [GREEN JOBS FORUM] 17:00:51 Of course, if I mistaken, so I think ASEAN have a huge potential in that area, and we need to untap, uh, that area to maximize the green transitions, uh, potential. [GREEN JOBS FORUM] 17:01:06 And I think we should talk more and help more dialogue in order [GREEN JOBS FORUM] 17:01:12 Let's to untap such a huge opportunity. [GREEN JOBS FORUM] 17:01:15 Potential. [GREEN JOBS FORUM] 17:01:16 Thank you, Debbie. That was a challenging question, but you answered it very well. Thank you very much. Um, can I direct the question from our youth representative to Gwinnett? Because Singapore has quite longer experience when it comes to lifelong learning and upskilling or skilling. [GREEN JOBS FORUM] 17:01:34 I think as Mr. [GREEN JOBS FORUM] 17:01:37 dimension about lifelong learning, um. [GREEN JOBS FORUM] 17:01:40 I think with regards to reskilling and upskilling myself, there really is no. [GREEN JOBS FORUM] 17:01:46 I guess the century is that there's really no end to. [GREEN JOBS FORUM] 17:01:50 I think we have constantly talking about the need to. [GREEN JOBS FORUM] 17:01:58 Adaptive reposition the blue economy. [GREEN JOBS FORUM] 17:02:02 digitalization, AI this is just so many changes in the world that we need to just constantly. [GREEN JOBS FORUM] 17:02:08 But perhaps in a way that we are clear in terms of our career aspirations as to what we want to do and perhaps in Singapore we have the jobs transformation map. [GREEN JOBS FORUM] 17:02:19 I mentioned yesterday about guiding our workers. [GREEN JOBS FORUM] 17:02:23 What's the skills that they might need in terms of their career path to make sure that these continue to stay relevant. So I think. [GREEN JOBS FORUM] 17:02:30 The unfortunate room, as I mentioned, is to just constantly reskill yourself and to keep up with the trends, but [GREEN JOBS FORUM] 17:02:36 with the constant support, maybe perhaps from your employers, from the government. [GREEN JOBS FORUM] 17:02:43 be able to sort of maintain this place to continue to be relevant and to continue [GREEN JOBS FORUM] 17:02:49 Yeah. [GREEN JOBS FORUM] 17:02:51 Thank you very much, Gwynette. [GREEN JOBS FORUM] 17:02:53 Okay, so… [GREEN JOBS FORUM] 17:02:55 I don't see any more. [GREEN JOBS FORUM] 17:02:57 raised, uh, from the floor with about 1 minute remaining to our time, allow me then to very quickly wrap up this discussion. So, distinguished delegates, colleagues, and friends, as we conclude this panel discussion, allow me to highlight a few messages that, uh, [GREEN JOBS FORUM] 17:03:14 emerged in this discussion. First, advancing green jobs and green skills requires naturally led action that reflects each member states' circumstances, priorities, and institution. [GREEN JOBS FORUM] 17:03:27 and cooperation should complement these efforts where regional approaches can provide distinct value, including through shared learning, comparable information, and collective tools. [GREEN JOBS FORUM] 17:03:40 Second, stronger regional foundations can help member states anticipate and respond to change. [GREEN JOBS FORUM] 17:03:48 These include greater alignment on definitions or probably taxonomies, improved labor market intelligence, a stronger green vet systems, practical support for micro, small, medium enterprises. [GREEN JOBS FORUM] 17:04:03 Sustain knowledge sharing. [GREEN JOBS FORUM] 17:04:07 Education requires shared ownership across ASEAN bodies responsible for labor, education, skills, trade, and economic development, environment, and other related areas. [GREEN JOBS FORUM] 17:04:20 stronger coordination and more systematic engagement across the sectors will be essential to connect economic and sectoral transitions with job creation and workforce development. [GREEN JOBS FORUM] 17:04:32 And finally, the framework and Action Plan must move from broad priorities to unlimited but achievable set of practical actions. This will require clarity on possible owners, partners, and resources, together with concrete next steps that can demonstrate [GREEN JOBS FORUM] 17:04:49 progress before. [GREEN JOBS FORUM] 17:04:50 We meet again. [GREEN JOBS FORUM] 17:04:52 So our discussion here is therefore underscored the importance of balancing national leadership with purposeful ASEAN cooperation, building the regional foundations for implementation, strengthening cross-sectoral coordination, [GREEN JOBS FORUM] 17:05:07 We can focus on delivery. So, before I end, uh… [GREEN JOBS FORUM] 17:05:12 Let us all thank our panelists for their sharing of time and knowledge in this panel discussion, and I thank you all for your active participation. Once again, thank you, Gunette, Devi, and Antran. It has been my pleasure moderating this session, [GREEN JOBS FORUM] 17:05:27 And, uh, I don't know him. [GREEN JOBS FORUM] 17:05:29 program back to our host. Thank you very much.
