# Green–Blue Futures — Day 2 slides intelligence update (3 PM, 20 October 2026)

## Evidence coverage
Eight supplied PDFs (five Plenary 4 and three roundtable facilitation decks, 95 pages), one Roundtable 3 DOCX worksheet, and the morning transcript (approximately 08:49–10:42). Roundtable reports, validated table cards and afternoon proceedings were not supplied.

## Core synthesis
1. GIZ: narrowly defined current green jobs approximately 1%; occupation-level green potential 22% (unweighted ASEAN average; survey years vary). Green talent among all LinkedIn hires averaged 6.7% across six ASEAN member states in 2024. These use different denominators.
2. ILO: green-task classification can use national occupational descriptions, labour-force surveys, vacancy text and the Green Dictionary, with human validation. The dictionary presented has 472 green keywords in 9 domains; its separate skills dictionary has 284 keywords and 1,686 synonyms in 15 groups. Pilot countries identified are Philippines and Malaysia; do not imply Brunei is a pilot.
3. SEAMEO VOCTECH / GERI: 3 blocks, 7 pillars and 0–4 maturity scale. Eight purposively selected Philippines institutions had an initial overall GERI score of 1.53/4; not representative. Brunei institutional submissions listed by block (6/5/7) are not validated readiness results. The presenter’s overview uses ~24% green potential and ~14% talent hires; definitions/populations not directly reconcilable to the more specific GIZ ~22% and 6.7% data.
4. TESDA: whole-of-institution Green TVET approach: training/curriculum, research, institutional culture, workplace/community and campus. Slides report 130 Training Regulations and 267 Competency Standards with green elements (different categories). The earlier automatic transcript’s 397 greened occupational standards should not be repeated as one homogeneous count.
5. Roundtables 1–3 are facilitation material: industry–TVET linkages; translating economic change into skills decisions; reforming TVET and ASEAN cooperation. These indicate questions/desired outputs, not validated outcomes.

## Brunei strategic translation (analyst proposal, not agreed national commitments)
- Select credible projects and occupational demand, rather than assuming all green potential means recruitment.
- Test job tasks, green/digital competency needs, and national/ASEAN taxonomies.
- Validate HEI/TVET readiness through evidence, potentially learning from GERI; not through unvalidated country scores.
- Pilot provider–employer co-investment with agreed training and work-based learning outcomes.
- Use HiED Lens, GES/ESS and CERMIN only within their distinct data purposes, with rights and governance controls.
- Carry verified occupational demand, trainer capacity, skills outcomes and ASEAN cooperation needs into the upcoming Blue Economy dialogue as questions, not predetermined conclusions.

## Source use restrictions
Private working analysis as at 3 PM 20 October. Presenter-owned materials. Source-specific figures remain attributed to the presenting deck and its limitations.
