[GREEN JOBS FORUM] 08:48:53 opportunities across ASEAN. [GREEN JOBS FORUM] 08:48:56 Today, we turn our attention. [GREEN JOBS FORUM] 08:48:58 to an equally important question. [GREEN JOBS FORUM] 08:49:01 How can ASEAN prepare its workforce to respond to these opportunities? [GREEN JOBS FORUM] 08:49:07 And ensure that workers are equipped and empowered [GREEN JOBS FORUM] 08:49:11 with the skills needed for a green and [GREEN JOBS FORUM] 08:49:14 Harbin Future. [GREEN JOBS FORUM] 08:49:17 As I've outlined in the program, [GREEN JOBS FORUM] 08:49:20 Session 4 will feature a series of presentations that examine green jobs and [GREEN JOBS FORUM] 08:49:25 green skills to man, green skills measurement, [GREEN JOBS FORUM] 08:49:28 event readiness and practical experiences in implementing green Tibet [GREEN JOBS FORUM] 08:49:34 Together, these presentations will help establish a common foundation [GREEN JOBS FORUM] 08:49:40 For the roundtable discussions that will follow later this morning. [GREEN JOBS FORUM] 08:49:45 Our first speaker is Dr. Paigorno. [GREEN JOBS FORUM] 08:49:49 There's more than 30 years in education and technical and [GREEN JOBS FORUM] 08:49:53 Vocational education training. [GREEN JOBS FORUM] 08:49:55 He currently serves as the Deputy Director. [GREEN JOBS FORUM] 08:49:59 for professional affairs and Research Manager and Specialist, [GREEN JOBS FORUM] 08:50:03 in Brunei. [GREEN JOBS FORUM] 08:50:07 An experienced educator and researcher, he has taught at universities in Indonesia, the United States, and China. [GREEN JOBS FORUM] 08:50:14 And was a Fulbright visiting scorer at… [GREEN JOBS FORUM] 08:50:17 He holds a PhD from Pennsylvania State University with research focusing on Tibet, [GREEN JOBS FORUM] 08:50:24 and skills development, digitalization, [GREEN JOBS FORUM] 08:50:28 wanted the assurance, sustainable development. [GREEN JOBS FORUM] 08:50:32 the workforce for industry needs. [GREEN JOBS FORUM] 08:50:34 To begin today's session, it is my pleasure to introduce our facilitator. [GREEN JOBS FORUM] 08:50:41 Dr. Pariani, Deputy Director for Professional Affairs and [GREEN JOBS FORUM] 08:50:46 research manager of CMEO Voque Regional. [GREEN JOBS FORUM] 08:51:09 Assalamu alaikum [GREEN JOBS FORUM] 08:51:14 Very bright over here, but I think I can still see all of it. So thank you for the opportunity and welcome to the second day. [GREEN JOBS FORUM] 08:51:24 I think it's Manson that we are talking about the preparing workers for green and [GREEN JOBS FORUM] 08:51:30 low carbon… [GREEN JOBS FORUM] 08:51:33 The contact setting that I'd like to share with everyone, so we are talking about the plenary session for here. [GREEN JOBS FORUM] 08:51:41 preparing ASEAN's debate systems [GREEN JOBS FORUM] 08:51:46 A green transition. [GREEN JOBS FORUM] 08:51:48 So for today, I think this is quite timely, that, um… [GREEN JOBS FORUM] 08:51:55 But I can just survey everyone, okay? This is just to give a bit of summary of what we have discussed yesterday. [GREEN JOBS FORUM] 08:52:03 I think we heavily talk about where we'll clean jobs emerge. [GREEN JOBS FORUM] 08:52:12 I think a lot of discussions have been focusing on… [GREEN JOBS FORUM] 08:52:16 On the demand side. [GREEN JOBS FORUM] 08:52:18 And today we will set our focus more on the supply side. In demand, how can we prepare the skilled workers? [GREEN JOBS FORUM] 08:52:26 Especially in addressing the green future. [GREEN JOBS FORUM] 08:52:31 So that's the day two. We were talking about what green scales are required. [GREEN JOBS FORUM] 08:52:36 that defense fighters lived [GREEN JOBS FORUM] 08:52:39 So that at the end, [GREEN JOBS FORUM] 08:52:44 You will be ready to enter in this green. [GREEN JOBS FORUM] 08:52:48 green jobs and clean wealth. [GREEN JOBS FORUM] 08:52:51 So. [GREEN JOBS FORUM] 08:52:53 This had a response. Later on we will discuss, uh… [GREEN JOBS FORUM] 08:52:56 A lot of research that has been happening at this moment. [GREEN JOBS FORUM] 08:53:01 And come up with kind of response should we need? [GREEN JOBS FORUM] 08:53:04 You know. [GREEN JOBS FORUM] 08:53:06 together as a region, so that at the end our community will live [GREEN JOBS FORUM] 08:53:11 before the differentiation. [GREEN JOBS FORUM] 08:53:14 Okay, so for that, I'd like to start with a bit of… [GREEN JOBS FORUM] 08:53:21 I mean, but the supply side, I think [GREEN JOBS FORUM] 08:53:23 We have learned yesterday that working in this region, ah. [GREEN JOBS FORUM] 08:53:29 Every country has different levels in some of the green readiness. [GREEN JOBS FORUM] 08:53:34 So there are some ideas that we need to work together. I think one country alone is very difficult for us to address this. So having a kind of collaborative effort [GREEN JOBS FORUM] 08:53:44 For example, like having the green scales intelligence, then I think some of it will hear this morning are very useful to [GREEN JOBS FORUM] 08:53:53 for us to address these important issues. [GREEN JOBS FORUM] 08:53:57 So creating a green jobs is very important, but creating jobs alone is not enough. [GREEN JOBS FORUM] 08:54:03 We must also ensure that workers have the competencies to perform these jobs, and that [GREEN JOBS FORUM] 08:54:09 Our education and training system are capable of developing those competencies. [GREEN JOBS FORUM] 08:54:15 So this raises 2 important questions. [GREEN JOBS FORUM] 08:54:19 The first, how… [GREEN JOBS FORUM] 08:54:22 Changing labor market demand into concrete green scales requirements. [GREEN JOBS FORUM] 08:54:28 Secondly is how can we strengthen our debate systems and institutions to deliver these skills effectively, inclusively, and actively [GREEN JOBS FORUM] 08:54:40 This is something that's quite a challenging class that we would like to [GREEN JOBS FORUM] 08:54:44 I think this second day of this ASEAN green job forum is very, very important for us to focus our attention on how are we going to prepare our future workforce. [GREEN JOBS FORUM] 08:54:56 So for this essence, I think we will have very fortunate to have a complimentary speakers. [GREEN JOBS FORUM] 08:55:03 So our session bring together four complementary perspectives. [GREEN JOBS FORUM] 08:55:09 One. [GREEN JOBS FORUM] 08:55:09 And I'd like to invite later on Dr. Darius Trapeshi to put the Program Director. [GREEN JOBS FORUM] 08:55:19 who will present the findings from the study on the analysis of demand and supply of green jokes and green [GREEN JOBS FORUM] 08:55:27 skills in ASEAN. [GREEN JOBS FORUM] 08:55:28 So his work focuses on labor market information. [GREEN JOBS FORUM] 08:55:32 Bills, taxonomies, and also evidence-informed employment and skills policies. [GREEN JOBS FORUM] 08:55:38 And then second speakers later on will be Dr. Atiku Sakamoto, the senior skills involved with this specialist. [GREEN JOBS FORUM] 08:55:47 ILO in Bangkok, and also Mr. Christians Figulan, a labor economist at the ILO of Bangkok as well. [GREEN JOBS FORUM] 08:55:55 discuss the implementation of the ILO Green Dictionary for identifying and measuring green jobs and skills. [GREEN JOBS FORUM] 08:56:04 Together, they will bring extensive expertise in skill development, labor market analysis, and just transitions. [GREEN JOBS FORUM] 08:56:14 And myself. [GREEN JOBS FORUM] 08:56:18 I will present about this study on cleaning Tibet in ASEAN using green educational readiness [GREEN JOBS FORUM] 08:56:25 Including its assessment framework and initial findings. [GREEN JOBS FORUM] 08:56:34 is an international expert in green scales. [GREEN JOBS FORUM] 08:56:37 The math and education for sustainable development. [GREEN JOBS FORUM] 08:56:40 So our presentations will examine whether pre-path institutions are ready to respond to [GREEN JOBS FORUM] 08:56:46 season. [GREEN JOBS FORUM] 08:56:47 Finally, we have Mr. Karlov3, the Deputy record general for administration and Innovation at the Philippines. [GREEN JOBS FORUM] 08:56:59 the Philippine experience moving from readiness to actions, bringing the Tibet systems. [GREEN JOBS FORUM] 08:57:06 So together, this presentation will take us to also from identifying green scale demand [GREEN JOBS FORUM] 08:57:14 Answering skill requirements? [GREEN JOBS FORUM] 08:57:16 Fasting is physical readiness and translating evidence into practical reforms. [GREEN JOBS FORUM] 08:57:22 So I think that it's just a bit of the context. [GREEN JOBS FORUM] 08:57:26 Nothing. [GREEN JOBS FORUM] 08:57:27 These are the presenters for this morning. So let's begin with the first presenter. Let's invite our colleagues. [GREEN JOBS FORUM] 08:57:39 In this case, Dr. Darius Trafessi from Twin, I will give the time to [GREEN JOBS FORUM] 08:57:47 Please go ahead. Let's welcome for his presentation, please. Thank you very much. [GREEN JOBS FORUM] 08:58:08 Money. [GREEN JOBS FORUM] 08:58:10 To all of you, first of all. [GREEN JOBS FORUM] 08:58:12 Let me think the organizers and the host for this wonderful event. Very much enjoying it and having a good time and very useful discussion so far. [GREEN JOBS FORUM] 08:58:21 Thank you, Elizabeth. [GREEN JOBS FORUM] 08:58:27 to the topics in the next 10 minutes. [GREEN JOBS FORUM] 08:58:29 share some key findings of an analysis that we have done on the demand and supply of green jobs. [GREEN JOBS FORUM] 08:58:36 And following the US [GREEN JOBS FORUM] 08:58:39 Framing, I will focus on one question. So what did these findings mean for skills and TVET systems in the region? I will close with three questions and we will then take hopefully into the roundtable to later this morning. [GREEN JOBS FORUM] 08:58:59 So first, um… [GREEN JOBS FORUM] 08:59:02 Let me start. [GREEN JOBS FORUM] 08:59:04 We're gonna notice that it came about because it's a truly joint effort and was carried out under the ASEAN senior labor officials meeting together with the ACSS committee. [GREEN JOBS FORUM] 08:59:15 Uh, which brought in the statistical expertise for this, and then [GREEN JOBS FORUM] 08:59:18 We also collaborated with LinkedIn, which provided data on skills and hiring. [GREEN JOBS FORUM] 08:59:25 And we as a German ASEAN project level 20 implemented this. [GREEN JOBS FORUM] 08:59:32 I'm very strong [GREEN JOBS FORUM] 08:59:34 support of the ASEAN Secretariat, which facilitated the process throughout. [GREEN JOBS FORUM] 08:59:39 The National Statistics Office and Labor Ministries across the region provided data and inputs. [GREEN JOBS FORUM] 08:59:45 We use two complementary lenses. First, there's an occupation-based approach where we apply the World Bank task-based taxonomy to labor force survey data from the countries. [GREEN JOBS FORUM] 08:59:57 The second one is skill-based, where we made use of LinkedIn data. [GREEN JOBS FORUM] 09:00:02 Um, to look at green skills, green talent, and hiring for six member states that were represented sufficiently in the LinkedIn data, and on top of that, we did some deep dives into the renewable energy workforce. [GREEN JOBS FORUM] 09:00:17 policy frameworks and then all of the member states. [GREEN JOBS FORUM] 09:00:21 So please take note that the survey is that were covered before. [GREEN JOBS FORUM] 09:00:26 Uh, so please understand the numbers as indicative rather than very precise. [GREEN JOBS FORUM] 09:00:36 So the first finding of this study… [GREEN JOBS FORUM] 09:00:38 If we only count of the patients whose tasks are already clearly green, we'll see that the share is relatively small. [GREEN JOBS FORUM] 09:00:46 That's what we understand how there is a lower bound. [GREEN JOBS FORUM] 09:00:50 Because the method to do so is quite conservative and misses many services in newly emerging rules, so we're looking at the situation of the labor market as of now. [GREEN JOBS FORUM] 09:01:01 I think, to me, the more important number is the second one, which is looking at the potential for raindrops. On average, we find that around 22% of employment is in occupations with green potential. [GREEN JOBS FORUM] 09:01:16 That means that those are jobs that… where the tasks could be done in a greener way with the right training or equipment. [GREEN JOBS FORUM] 09:01:22 In Indonesia, that's where we found the highest number. This is about 39% and now PDR 36 and 32%. [GREEN JOBS FORUM] 09:01:30 And this should be understood as an upper bound, because it assumes that everyone in these occupations adopts green practices. [GREEN JOBS FORUM] 09:01:38 It shows us the room. [GREEN JOBS FORUM] 09:01:40 Where they change lives. [GREEN JOBS FORUM] 09:01:43 Um, but as I said, it's also based on, as is distribution on the labor market, and it doesn't take into account future [GREEN JOBS FORUM] 09:01:51 sectoral shifts. [GREEN JOBS FORUM] 09:01:53 space between 1 and 22% is the space where policy can [GREEN JOBS FORUM] 09:01:59 should become active. And the message for this session, I think, is very simple. It's a green transition and ASEAN will be less about creating entirely new jobs, but more about greening the jobs that millions of workers already do. [GREEN JOBS FORUM] 09:02:14 The second finding is about the workers and who they are. [GREEN JOBS FORUM] 09:02:19 This is where it becomes directly relevant also for TVET policy and providers. So the profile of green potential is almost the opposite. [GREEN JOBS FORUM] 09:02:28 profile of a typical event learner. [GREEN JOBS FORUM] 09:02:30 In the current situation, we see that great potential faults with education, so 235% of [GREEN JOBS FORUM] 09:02:37 among the workers with less than basic education, under 10% among those with advanced education. [GREEN JOBS FORUM] 09:02:45 around 9%, 19% among, you know, [GREEN JOBS FORUM] 09:02:50 with us vis-a-vis 25% for those in the higher age brackets and it sits mainly in self-employment with on account workers contributing family workers rather than in wage employment. [GREEN JOBS FORUM] 09:03:04 This is no surprise, noting that a lot of the workers in ASEAN work in the agricultural sector still. [GREEN JOBS FORUM] 09:03:11 is also the lead sector here when it comes to green potential, followed by mining, utilities, construction, manufacturing, and at the same time man hold around 80% of today's clean jobs or occupations. The implication? [GREEN JOBS FORUM] 09:03:27 Entering initiative that will miss most of this potential. [GREEN JOBS FORUM] 09:03:32 So that means we need lifelong learning, recognition of prior learning, short, modular courses that can take people… [GREEN JOBS FORUM] 09:03:42 One while working in agricultural extension services designed with a focus on women, informal workers and migrant workers. [GREEN JOBS FORUM] 09:03:53 Third, the same. [GREEN JOBS FORUM] 09:03:55 renewable energy where we did a deep dive. Our approach [GREEN JOBS FORUM] 09:04:00 occupational taxonomy could not isolate renewable energy jobs really well. So we looked at that sector separately. [GREEN JOBS FORUM] 09:04:09 At risk class, the clearest top engine of the transition. [GREEN JOBS FORUM] 09:04:13 Um, Irina… [GREEN JOBS FORUM] 09:04:16 projects that renewable energy, employment in ASEAN. [GREEN JOBS FORUM] 09:04:20 which is from 1.2 million in 2021 still to roughly 4.6 million in 2015. [GREEN JOBS FORUM] 09:04:30 That's very good news for the skill system. In the case of Indonesia, more than 60% of solar PV and onshore wind workers need only limited additional training. [GREEN JOBS FORUM] 09:04:41 They can come from existing electrician. [GREEN JOBS FORUM] 09:04:46 mechanical and construction trades. [GREEN JOBS FORUM] 09:04:50 Again, only three members. [GREEN JOBS FORUM] 09:04:52 Uh, which is Indonesia, Malaysia, and Philippines, to the best of our knowledge, have translated their capacity targets for the renewable energy sector extension into qualified workforce targets. [GREEN JOBS FORUM] 09:05:05 Um, without… [GREEN JOBS FORUM] 09:05:06 workforce plan, capacity targets, risk not delivering the expected jobs. [GREEN JOBS FORUM] 09:05:12 And also bottleneck on the extension of the renewable energy sector as such. [GREEN JOBS FORUM] 09:05:18 There are three risks to manage the transition of coal workers. Obviously, that was mentioned yesterday already a couple of times. [GREEN JOBS FORUM] 09:05:25 As long as you may have nominated workforce and job quality by energy which is largely informal and small water-based. [GREEN JOBS FORUM] 09:05:35 Fourth, we look at demand. [GREEN JOBS FORUM] 09:05:37 So this is where the data coming from the labor force survey is the thinnest. Most member states have no vacancy or establishment surveys that capture green jobs. [GREEN JOBS FORUM] 09:05:48 LinkedIn data for six member states give us a partial but very useful signal for this analysis. Green Talent made up 6.7% of all hires in 2024. [GREEN JOBS FORUM] 09:05:58 Which was a slight increase from 2021, ranging from around 5% in Indonesia. [GREEN JOBS FORUM] 09:06:05 Uh, and Vietnam from 10% and Singapore. But the demand from what we see [GREEN JOBS FORUM] 09:06:10 It concentrates mostly in health, safety, and diamond roles. [GREEN JOBS FORUM] 09:06:16 And then sustainability management, often driven by regulation, disclosure requirements, and ISO. [GREEN JOBS FORUM] 09:06:24 And around half of the LinkedIn [GREEN JOBS FORUM] 09:06:27 Talent Hall screen skills without working, actually, in the real job. [GREEN JOBS FORUM] 09:06:32 This points to a risk. Much of the momentum is top-down and on the supply side. [GREEN JOBS FORUM] 09:06:37 If we train people and green skills without green jobs to go to, we do not get the transition that we want to see. [GREEN JOBS FORUM] 09:06:44 Your policy has to go on hand in hand with measures that can create human, as we heard yesterday. [GREEN JOBS FORUM] 09:06:50 Maybe a word of caution on the LinkedIn data, obviously it only represents high-skilled urban and formal workers. So we read it as a signal rather than… [GREEN JOBS FORUM] 09:07:01 the full picture. [GREEN JOBS FORUM] 09:07:07 A short word on policy frameworks. Yesterday Dr. Sharp presented the national level assessment in more depth. [GREEN JOBS FORUM] 09:07:17 political commitment is clearly there. Every member state references green growth, the green economy, or green jobs in their national plans and climate strategies across the region. [GREEN JOBS FORUM] 09:07:27 game skills or just transition already, but they [GREEN JOBS FORUM] 09:07:31 and three weaknesses. First, and I think we also heard that yesterday, labor market and skill policy has consistently been the least developed part of the green jobs frameworks. [GREEN JOBS FORUM] 09:07:40 behind things like environmental and energy policy. [GREEN JOBS FORUM] 09:07:44 Second, green jobs targets. [GREEN JOBS FORUM] 09:07:47 Since they are mostly derived from sector capacity goals, not [GREEN JOBS FORUM] 09:07:52 Some level market analysis as such. [GREEN JOBS FORUM] 09:07:55 Monitoring has not kept pace for target setting. [GREEN JOBS FORUM] 09:07:59 And in addition to that, the region has no common operational definition of green jobs. This is also something we've heard yesterday. [GREEN JOBS FORUM] 09:08:08 But it's a good practice to build on. For example, here in the Philippines, the Green Jobs Act of 2016 [GREEN JOBS FORUM] 09:08:14 the respective incentives to it. [GREEN JOBS FORUM] 09:08:25 So what does that mean? [GREEN JOBS FORUM] 09:08:28 From the 10 recommendations which you will find in the report that was just recently endorsed, I would like to highlight five key priorities. Each is linked to the ASEAN framework and the action plan for just and inclusive Transition to Green Jobs. [GREEN JOBS FORUM] 09:08:44 And our study is meant as a contribution to its implementation. [GREEN JOBS FORUM] 09:08:50 First, use green potential for workforce and skills planning and design programs for the people who actually hold their potential. [GREEN JOBS FORUM] 09:08:59 which is also all the lower educated and self-employed workers, women and formerly migrant workers. [GREEN JOBS FORUM] 09:09:06 Second. [GREEN JOBS FORUM] 09:09:08 green competencies into existing qualifications rather than creating parallel green courses and structures. [GREEN JOBS FORUM] 09:09:15 For occupations such as electricians, mechanics, and construction trades, including digital skills and with employers and industry involved through [GREEN JOBS FORUM] 09:09:24 For example, sector school counselors. [GREEN JOBS FORUM] 09:09:28 Third, pair renewable energy capacity targets for workforce plans, including pathways for coal workers and attention to job quality. [GREEN JOBS FORUM] 09:09:38 Father. [GREEN JOBS FORUM] 09:09:39 Great demand. [GREEN JOBS FORUM] 09:09:41 compliant incentives tied to variable. [GREEN JOBS FORUM] 09:09:44 five more criteria and environmental regulation and public procurement used deliberately as job levels. [GREEN JOBS FORUM] 09:09:51 And that's not only for the labor ministries, that's a message that goes beyond. [GREEN JOBS FORUM] 09:09:59 Fifth, it's important to measure what we want to manage. [GREEN JOBS FORUM] 09:10:03 ASEAN taxonomy at Green Jobs Modules to labor force surveys, for example. [GREEN JOBS FORUM] 09:10:09 Which is something we see already happening in some of the ASEAN member states. [GREEN JOBS FORUM] 09:10:14 and explore regional dashboard, for example, under the proposed ASEAN Green Jobs Center of Excellence. [GREEN JOBS FORUM] 09:10:21 across all five labor ministries need a stronger seat at the table, and this forum can serve as a platform [GREEN JOBS FORUM] 09:10:29 What? [GREEN JOBS FORUM] 09:10:31 That one goes with three questions in mind that we will take into the roundtable 2 later this morning. [GREEN JOBS FORUM] 09:10:38 So first would be how we return sectoral demand and green potential to priority occupations? [GREEN JOBS FORUM] 09:10:46 Second, which labor market and investment information should member states share to anticipate green scale needs? [GREEN JOBS FORUM] 09:10:56 The regional level approach add to that discussion. [GREEN JOBS FORUM] 09:11:01 Thank you very much, and I'm looking forward to your questions. [GREEN JOBS FORUM] 09:11:16 Yes, I think we have 4 minutes for Q&A. If we can entertain one or two questions. [GREEN JOBS FORUM] 09:11:29 This is maybe just to start. [GREEN JOBS FORUM] 09:11:33 I have one question regarding the availability of the documents. When we receive this, we shall… [GREEN JOBS FORUM] 09:11:42 Was there still a giraffe, but… [GREEN JOBS FORUM] 09:11:43 Do you think that this report can be accessible to public anytime soon? That's just a very simple question. [GREEN JOBS FORUM] 09:11:52 That's a very timely question. [GREEN JOBS FORUM] 09:11:57 I think the report was endorsed last week or two weeks ago, and we will have the official launch of the report next week in Singapore. [GREEN JOBS FORUM] 09:12:06 The first expat forum of the ASEAN Labor Statisticians Network. [GREEN JOBS FORUM] 09:12:11 So that's when the report will be officially launched and then will also be available for the public. Excellent. [GREEN JOBS FORUM] 09:12:17 So, everyone, if you can… [GREEN JOBS FORUM] 09:12:21 forward to receiving the copy of the… [GREEN JOBS FORUM] 09:12:24 Nice report. I think it's very excellent, comprehensive report about the jobs, supply and demand in Southeast Asia, in ASEAN. I think we can use it as a reference. [GREEN JOBS FORUM] 09:12:35 Any earning questions? [GREEN JOBS FORUM] 09:12:39 It's still early morning after last night, uh, we had a good party. I think morning is still. [GREEN JOBS FORUM] 09:12:44 It's hard to start. [GREEN JOBS FORUM] 09:12:46 Okay, I'll be here, okay. [GREEN JOBS FORUM] 09:12:53 Thank you very much for your presentation and you mentioned, of course, that a lot of data are not available. So what sort of recommendations do you have in that regard how we can ensure that we have data? [GREEN JOBS FORUM] 09:13:09 Yes, I think I mentioned in one of my recommendations would be also to look at additional modules into existing labor force. [GREEN JOBS FORUM] 09:13:18 There won't be one. [GREEN JOBS FORUM] 09:13:22 I think the cooperation with LinkedIn gave us a glimpse into the potentials that we also see in online job vacancy data. [GREEN JOBS FORUM] 09:13:30 That can be imagined also more broadly than just focusing on edge of frequency data. So we see, for example, in other countries, regions. In Europe, there coming from different portals that may be also [GREEN JOBS FORUM] 09:13:45 like different segments of the labor market. [GREEN JOBS FORUM] 09:13:48 to make more use of that paired with… [GREEN JOBS FORUM] 09:13:53 very advanced now, or pretty advancing approaches in machine learning. [GREEN JOBS FORUM] 09:13:58 text the nemesis can give us a lot of insights. [GREEN JOBS FORUM] 09:14:02 Excellent. I saw another thing. [GREEN JOBS FORUM] 09:14:06 Yes. [GREEN JOBS FORUM] 09:14:08 Thank you for that. [GREEN JOBS FORUM] 09:14:10 And the Women Workers United here in the Philippines. [GREEN JOBS FORUM] 09:14:16 So I want them to know. [GREEN JOBS FORUM] 09:14:19 I want to make sure that we met [GREEN JOBS FORUM] 09:14:21 In the creation of demand for green jobs and also the relation of recognizing the caring work. [GREEN JOBS FORUM] 09:14:31 responsibilities of women and how [GREEN JOBS FORUM] 09:14:35 life in crisis are the… [GREEN JOBS FORUM] 09:14:38 the 9th floor [GREEN JOBS FORUM] 09:14:40 Thank you. [GREEN JOBS FORUM] 09:14:43 And it represents most of the women. [GREEN JOBS FORUM] 09:14:47 So, as I mentioned, 80% of the green occupations are currently held by men. [GREEN JOBS FORUM] 09:14:52 coming from a very low base. [GREEN JOBS FORUM] 09:14:56 that I would say to go in that direction are things like targeted scholarships, [GREEN JOBS FORUM] 09:15:02 partnerships also to make sure that the special needs of vulnerable groups, but also specifically women are taken into account with employers. [GREEN JOBS FORUM] 09:15:15 To also have a stronger focus on gender disaggregated reporting is also the reporting sometimes that is lacking that, uh, [GREEN JOBS FORUM] 09:15:23 On which basis we live with and miss [GREEN JOBS FORUM] 09:15:26 I understand the situation of a woman [GREEN JOBS FORUM] 09:15:31 Okay. [GREEN JOBS FORUM] 09:15:32 And then, also, organizations of women should have a stronger voice in all that discussion, I believe, naturally. [GREEN JOBS FORUM] 09:15:40 Focusing on women. [GREEN JOBS FORUM] 09:15:42 and also informally migrant workers that are often… [GREEN JOBS FORUM] 09:15:48 transition periods, generally. [GREEN JOBS FORUM] 09:15:53 Okay, thank you very much. Apologies that now we only have. [GREEN JOBS FORUM] 09:15:58 Second, uh… [GREEN JOBS FORUM] 09:16:00 What other questions can we? [GREEN JOBS FORUM] 09:16:04 And we ended up in the last one. [GREEN JOBS FORUM] 09:16:06 Thank you. [GREEN JOBS FORUM] 09:16:29 Thank you very much. [GREEN JOBS FORUM] 09:16:42 Yes, humanity. [GREEN JOBS FORUM] 09:16:46 A common definition of the word living in a dream job. So my question is about [GREEN JOBS FORUM] 09:16:52 When… [GREEN JOBS FORUM] 09:16:56 Come on. [GREEN JOBS FORUM] 09:16:59 Electric vehicles. [GREEN JOBS FORUM] 09:17:04 It's [GREEN JOBS FORUM] 09:17:06 So thanks for the economy. [GREEN JOBS FORUM] 09:17:08 Medicine. [GREEN JOBS FORUM] 09:17:10 Thank you, John. [GREEN JOBS FORUM] 09:17:12 When they are soul [GREEN JOBS FORUM] 09:17:15 Exploration, explore the forest and… [GREEN JOBS FORUM] 09:17:20 Destroying some land. [GREEN JOBS FORUM] 09:17:26 This is part of people in the job. [GREEN JOBS FORUM] 09:17:29 This makes about supporting green economy, but in the meantime also there is a problem of the land. [GREEN JOBS FORUM] 09:17:38 Thank you. [GREEN JOBS FORUM] 09:17:41 Thanks very much. [GREEN JOBS FORUM] 09:17:42 I think I mentioned in one of the earlier slides, we use an occupation-based definition of green jobs. So basically looking at labor force survey data. [GREEN JOBS FORUM] 09:17:55 Look at the very description of the occupation and the label for a survey. [GREEN JOBS FORUM] 09:17:59 And based on that, [GREEN JOBS FORUM] 09:18:02 We see we're trying to define what user existing definition of the greenness of an occupation. [GREEN JOBS FORUM] 09:18:08 In your specific example, I think the greenness comes with the purpose of what this job is doing. [GREEN JOBS FORUM] 09:18:13 So that's a different approach of looking at it. It's… [GREEN JOBS FORUM] 09:18:18 It's not what we know. [GREEN JOBS FORUM] 09:18:21 I think it's clearly a candidate when you discuss or think about bringing jobs and how to understand green jobs to look at what the purpose of what you're doing. [GREEN JOBS FORUM] 09:18:30 But that's not what we are doing, and I think that's also from a statistical point of view. [GREEN JOBS FORUM] 09:18:37 that will use that people use [GREEN JOBS FORUM] 09:18:41 It's not so straightforward to do it this way. [GREEN JOBS FORUM] 09:18:47 A step in this direction would be to go a bit further away from or add a tax skill taxonomy layer onto the occupation that [GREEN JOBS FORUM] 09:18:59 clearly describes. [GREEN JOBS FORUM] 09:19:02 What someone is doing for what purpose, I think that there you would have more information on the purpose of that job. It's not something recognized the direction that we are exploring at the moment. [GREEN JOBS FORUM] 09:19:12 Stephanie also with some of the member states. [GREEN JOBS FORUM] 09:19:15 But currently, it's not the way that it's understood, also not certainly in this study. [GREEN JOBS FORUM] 09:19:21 Excellent. I think we can do for the first presentation as we pick a round of applause. [GREEN JOBS FORUM] 09:19:32 There were some questions regarding the… [GREEN JOBS FORUM] 09:19:35 I think we are entering the right time. [GREEN JOBS FORUM] 09:19:40 Bangkok will [GREEN JOBS FORUM] 09:19:43 Discuss about what we'll share with you. [GREEN JOBS FORUM] 09:19:46 The dictionary, yeah, the I-L-O, green dictionary. [GREEN JOBS FORUM] 09:19:50 Galloping. [GREEN JOBS FORUM] 09:19:52 the supply and demands and green jobs. So I think we are very, uh, [GREEN JOBS FORUM] 09:19:58 fortune time, so let's invite Dr. Akiko Sakamoto. [GREEN JOBS FORUM] 09:20:02 As ill as… [GREEN JOBS FORUM] 09:20:04 senior skills as employability specialist at the ISO, I mean ILO Bangkok. [GREEN JOBS FORUM] 09:20:09 Well, as later on followed by Mr. Christian, uh, [GREEN JOBS FORUM] 09:20:13 land [GREEN JOBS FORUM] 09:20:17 Big round of applause for the second [GREEN JOBS FORUM] 09:20:18 representatives. [GREEN JOBS FORUM] 09:20:23 Good morning, everyone. [GREEN JOBS FORUM] 09:20:28 That's my only line that I know in the Filipino. Thank you also again for inviting Ayelo to speak to you this morning, to present our work on [GREEN JOBS FORUM] 09:20:41 Identifying and measuring. It'd be nice to have this screen on in front of me, by the way. [GREEN JOBS FORUM] 09:20:48 presenting, identifying and measuring green jobs and scales, applying the IL green dictionary ASEAN. I am kind of pleased that we are coming after the presentation of the Dr. Danish, because we are hoping that through our initiative, [GREEN JOBS FORUM] 09:21:04 Will we be able to shed some light on the question of common definition of the green jobs and skills, also about this question of the data. So this presentation is going to be jointly presented by myself and the colleague Christian. [GREEN JOBS FORUM] 09:21:20 And in our plan is that I'm going to give a quick overview of the initiative itself, and then, you know, why we decided to do this work, and what are the sort of the [GREEN JOBS FORUM] 09:21:30 I do not think that we want to address what are the solutions we want to present, and then [GREEN JOBS FORUM] 09:21:36 We think that this initiative contribute to a more harmonized regional approach to advancing green jobs and wind skills. And then my colleague will deep dive into a more methodological details, and then also sharing, imagine some results. [GREEN JOBS FORUM] 09:21:51 From the pilot application we are working with a Philippine economy. [GREEN JOBS FORUM] 09:21:56 We have a very limited time, so I'm gonna jumpstart. [GREEN JOBS FORUM] 09:22:01 invention for us to embark on this initiative really come from that idea, that consistent uncertainty [GREEN JOBS FORUM] 09:22:11 At the sectoral level and in occupational level. I think that these questions have already been raised since yesterday, and then how we can measure and then identify these kinds of problems. [GREEN JOBS FORUM] 09:22:27 We do [GREEN JOBS FORUM] 09:22:29 We have already a policy for all the definition of the Watering jobs are, which is a decent job that contributes to the preserve and restore the environment. [GREEN JOBS FORUM] 09:22:40 However… [GREEN JOBS FORUM] 09:22:41 Beyond this broad definition, there is still uncertainty remains about what really display jobs and skills we know that we have a number of opportunities that are, you know, constituents that partner approached us and raised these questions. [GREEN JOBS FORUM] 09:22:58 That the former president of the constructors Association approached me, saying that they know, you know, the sector is very keen to promote this green job and skills, but I'm not very [GREEN JOBS FORUM] 09:23:09 Ria, what occupation in job roles in the construction sector is considered green, let alone what we [GREEN JOBS FORUM] 09:23:16 green skills for the construction sector. But in fact, this is precisely the level of the granularity, granular understanding that [GREEN JOBS FORUM] 09:23:25 We require about the new jobs and skills to really capture and measure the demand, and then also for the skilled sector to respond. [GREEN JOBS FORUM] 09:23:34 of designing, adjusting the skills and competency standards in the design [GREEN JOBS FORUM] 09:23:40 retraining program for the existing. Another issue is that the lack of the common, uh, [GREEN JOBS FORUM] 09:23:47 approach to majoring in identifying skills. We do actually have a statistical definitions, which is agreed by the International Conference on Investigation 2013, a great amount agreed by the States, but at this operationalization has [GREEN JOBS FORUM] 09:24:04 And then as a result, this measurement framework remained pretty much uneven across the country. [GREEN JOBS FORUM] 09:24:13 This actually lack of common approach holds back. [GREEN JOBS FORUM] 09:24:17 The ASEAN, sort of the approach to more harmonized approach, you know, let alone considering and developing a regional skill taxonomy that Dr. Darush talked about, and then also developing that. [GREEN JOBS FORUM] 09:24:30 The common regional skills standard for green [GREEN JOBS FORUM] 09:24:33 No child [GREEN JOBS FORUM] 09:24:35 So it's kind of holds up the distributional approach. [GREEN JOBS FORUM] 09:24:40 And then so the solution we possibly that we could think about, and we need to consider is that we thought that we, first of all, we need to redefine, identify the methodologies that could actually give us this granular understanding. [GREEN JOBS FORUM] 09:24:56 And then… [GREEN JOBS FORUM] 09:25:02 ASEAN, first of all. [GREEN JOBS FORUM] 09:25:04 is sort of the experience together and potentially use it for the wider ASEAN replication and possibly even our common methodology to go about identifying rangers [GREEN JOBS FORUM] 09:25:17 So timing, the ILO also globally actually have been developing and pilot testing new methodologies identification and fine grains of membrane scales. And then the my colleague Chris Chang will explain more in detail, but in a nutshell, [GREEN JOBS FORUM] 09:25:36 actually apply a yellow green dictionary. [GREEN JOBS FORUM] 09:25:40 The natural language processing technology, and then it's analyzed the text of the description of the occupation classification. [GREEN JOBS FORUM] 09:25:51 The actual text of the drone description in an online magazine to detect what are the green [GREEN JOBS FORUM] 09:26:01 So that I stop and as a means to assess whether the occupations are greener than the other, which occupation is becoming more greener. [GREEN JOBS FORUM] 09:26:11 So, we actually… we wanted to pilot test because we have been business emerging pilot testing in nine countries globally, but none in Asia, in Asia and Pacific. So we thought that this will be a great opportunity. [GREEN JOBS FORUM] 09:26:26 We approach several countries and accordingly we are undertaking a pilot with a collaboration with the Philippines. [GREEN JOBS FORUM] 09:26:37 This is planning is Malaysia and discussing with other countries, including Thailand. And then the internet [GREEN JOBS FORUM] 09:26:43 The Singaporean Indonesia is actually participating as expressed interest to workers and knowledge partners. [GREEN JOBS FORUM] 09:26:53 We are hoping to develop this, as I mentioned, the experience will lead to the more regional prototype later. [GREEN JOBS FORUM] 09:27:01 How the pilot works, we really are working with the three different kind of set of data. The occupational descriptions included in the occupational classification, online education. [GREEN JOBS FORUM] 09:27:13 And then where applicable applicants provide. We will do two types of analysis. As we mentioned, as I mentioned already, task-based analysis available in the [GREEN JOBS FORUM] 09:27:24 all the Christian can explain more, and it's [GREEN JOBS FORUM] 09:27:27 requirements approach, which is that by applying green dictionary and scales taxonomy to [GREEN JOBS FORUM] 09:27:34 To identify security demand and supply gap. So, what kind of result we are expecting is to answer the kind of following question, initially. [GREEN JOBS FORUM] 09:27:43 What skills and competencies demanded and supply, and they are also providing the basis for developing green [GREEN JOBS FORUM] 09:27:56 taxonomy, not only at the national level, but potentially for the regional level. [GREEN JOBS FORUM] 09:28:01 I will not want to know everything, but we do have a sort of a way to step-by-step apply the spider permissibility. [GREEN JOBS FORUM] 09:28:09 I'd like to mention only here is that this, as we work with the member states to work during this pilot application, capacity building is a very much part of this collaboration. Technical workshop, hands-on meeting. [GREEN JOBS FORUM] 09:28:26 the progressive transfer to the national counterparts in the number of deliverables were expected. So this initiative is [GREEN JOBS FORUM] 09:28:37 And then into a chin is following a country-level evidence, actionable steel intelligence, and then to validate the methodology that I have mentioned about even while working as the [GREEN JOBS FORUM] 09:28:50 Community institutional capacity and then providing a pathway for a more regional approach. [GREEN JOBS FORUM] 09:28:56 And then at this point, I'm going to hand over to my colleague to questions for the details. [GREEN JOBS FORUM] 09:29:22 so much. [GREEN JOBS FORUM] 09:29:23 Keep going, uh, good morning. [GREEN JOBS FORUM] 09:29:24 Everyone also from my side. Thank you so much. Also from my side for the invitation. It's really a pleasure to be here. [GREEN JOBS FORUM] 09:29:31 So I'm just very briefly, since we don't have much time, explain a little bit more detail around the methodologies behind what my colleague just presented. [GREEN JOBS FORUM] 09:29:43 All this is based on analytical work that recently came out, was published by the ILO. [GREEN JOBS FORUM] 09:29:52 report that we published earlier this year, and a couple of, let's say, [GREEN JOBS FORUM] 09:29:58 side products, briefs and working papers. [GREEN JOBS FORUM] 09:30:03 So the idea is really that there are two elements. So one is the green dictionary. [GREEN JOBS FORUM] 09:30:10 So this builds on the Kronata and Bosata keyboard approach, but is actually has been manually reviewed and adapted and expanded by [GREEN JOBS FORUM] 09:30:22 ILO experts. [GREEN JOBS FORUM] 09:30:24 And it is based on the other element is the skills dictionary. [GREEN JOBS FORUM] 09:30:29 which basically looks at, uh, some more foundational skills, and the idea is really for each of these elements to have a list of keywords that help us when we look into job vacancies. [GREEN JOBS FORUM] 09:30:42 to identify these keywords in the vacancies and allow us to classify that job as a [GREEN JOBS FORUM] 09:30:49 Bringing job, um, and also we have some software categories. [GREEN JOBS FORUM] 09:30:53 So this work, these dictionaries have been produced in English, Spanish, Portuguese, and Russian so far. [GREEN JOBS FORUM] 09:31:01 It is actually possible, and our intention as well, to extend it to other languages as well. [GREEN JOBS FORUM] 09:31:07 Just to really make it a little bit more concrete, um… [GREEN JOBS FORUM] 09:31:10 So these are… [GREEN JOBS FORUM] 09:31:13 areas, in terms of green skills, queen tasks. [GREEN JOBS FORUM] 09:31:17 that we are using. [GREEN JOBS FORUM] 09:31:19 For each of these nine areas, we actually have this list of keywords and we, of course, have precise definitions of each of these areas. [GREEN JOBS FORUM] 09:31:27 So that we can identify those keywords. [GREEN JOBS FORUM] 09:31:31 And just to give you a little bit of a feel of what we are talking about, so for example, the first areas. [GREEN JOBS FORUM] 09:31:39 tasks and skills requirements related to alternative energy systems. [GREEN JOBS FORUM] 09:31:45 there, the key words would be alternative energy, alternate fuel, biodiesel, bioenergy, and you see the listing in front of you. [GREEN JOBS FORUM] 09:31:55 And all these keywords, so for all these categories, we do actually have this list of keywords very carefully identified. [GREEN JOBS FORUM] 09:32:05 And I'm just… [GREEN JOBS FORUM] 09:32:07 Scrolling through. [GREEN JOBS FORUM] 09:32:12 And then we have, as I mentioned, a second element, general ILO skills dictionary covering cognitive skills, manual skills, and also [GREEN JOBS FORUM] 09:32:22 social-emotional skills and within three big categories, we have again subcategories. You do see here under cognitive skills and I wanted to mention that also machine learning and AI skills. So this is what we are covering as well that links a lot I think, to the some of the discussions that we had yesterday. [GREEN JOBS FORUM] 09:32:39 regarding the relationship between digital skills and AI skills and green skills, on the other hand. [GREEN JOBS FORUM] 09:32:47 And for each of those, we have a list of keywords as well. [GREEN JOBS FORUM] 09:32:51 And then essentially we apply this to vacancy data. [GREEN JOBS FORUM] 09:32:56 So we have the full job description and skills requirements, and then we try to find those keywords or variations of them in the job vacancy. [GREEN JOBS FORUM] 09:33:06 allows us to link that job vacancy, that particular job, [GREEN JOBS FORUM] 09:33:12 You are quick to, uh, yeah. [GREEN JOBS FORUM] 09:33:14 to identify whether it's a green job and also which subcategories actually apply to that job. [GREEN JOBS FORUM] 09:33:21 So it allows us generally what kind of to identify what kind of skills are required. [GREEN JOBS FORUM] 09:33:27 looking at those more foundational skills that I showed on the previous slide. [GREEN JOBS FORUM] 09:33:32 And the advantage of using drop vacancy data is really that even when we look at narrow, for example, occupations, it can [GREEN JOBS FORUM] 09:33:41 If you have time series data, if you observe changes over time. [GREEN JOBS FORUM] 09:33:47 And we can actually track whether a particular occultation is becoming, let's say, greener, has, let's say, more requirement in terms of green skills, or includes more green tasks than now, compared to, for example, 5 years ago. [GREEN JOBS FORUM] 09:34:03 And. [GREEN JOBS FORUM] 09:34:05 It can actually also be applied to labor force survey data, as we do have the occupational classification code in these data, and the ISCO classification has a list of tasks associated with each of the occupations. [GREEN JOBS FORUM] 09:34:21 And this list of tasks, of course, also includes words, and we can apply our keyword approach, our dictionaries, to that description as well. [GREEN JOBS FORUM] 09:34:31 So, perhaps the disadvantage of this approach is that we identify a particular occupation as a particular [GREEN JOBS FORUM] 09:34:41 narrowly defined occupation as green or not green. [GREEN JOBS FORUM] 09:34:44 This approach does not really allow occupations itself to become greener or less green. [GREEN JOBS FORUM] 09:34:51 I think it's really the two elements together that really provide, let's say, the labor market intelligence that we are looking at and really to provide, to allow us to get the whole picture. [GREEN JOBS FORUM] 09:35:03 And just that. [GREEN JOBS FORUM] 09:35:05 So I don't go into this. [GREEN JOBS FORUM] 09:35:08 So on the vacancy data, so, uh… [GREEN JOBS FORUM] 09:35:12 My colleague Akiko has mentioned that we have started work on the Philippines. So there we actually have the web portal. [GREEN JOBS FORUM] 09:35:21 unfair jobs.net, which is one by dollar, which has vacancy data. Here you see the number of vacancies that we have in that database. [GREEN JOBS FORUM] 09:35:33 for the different years. We are currently actually working on applying that approach to these vacancy data. [GREEN JOBS FORUM] 09:35:40 After half labor force survey data for the Philippines, and just to give a little bit of a glimpse of what we are getting is, for example, here we also distinguish between, let's say, dark green, like very green jobs and light green. [GREEN JOBS FORUM] 09:35:55 Here we see basically the time series. So the column is the number of jobs in a million, the green part are the other green jobs. [GREEN JOBS FORUM] 09:36:04 that line, um… [GREEN JOBS FORUM] 09:36:06 So the sphere of light and dark green employment and total employment, which has remained relatively stable, this is somehow expected since some of these dark green employment occupations are, for example, engineers. [GREEN JOBS FORUM] 09:36:21 People working in recycling and of course, I mean, it's not perhaps expected that there's a structural change that suddenly there is more of these workers. [GREEN JOBS FORUM] 09:36:32 mean that actually some of the occupations might have become greener, which we [GREEN JOBS FORUM] 09:36:36 You can see in the vacancy data. [GREEN JOBS FORUM] 09:36:39 So, one can also look at different worker categories. [GREEN JOBS FORUM] 09:36:44 So I'm not going in detail. [GREEN JOBS FORUM] 09:36:47 So just perhaps as a summary, what do we really get out of it? So we get an idea when we use [GREEN JOBS FORUM] 09:36:54 Either some vacancy data, [GREEN JOBS FORUM] 09:36:56 prevalence of green tasks in the labor market, about the degree of greenness, types of environmental skills requirements, skills associated with green tasks. [GREEN JOBS FORUM] 09:37:09 I'm just in occupation, so we will observe whether occupations become greener or not. [GREEN JOBS FORUM] 09:37:14 So, um… [GREEN JOBS FORUM] 09:37:15 And some of the vacancy data, we would have some information around working conditions. [GREEN JOBS FORUM] 09:37:20 And for the labor force survey data, [GREEN JOBS FORUM] 09:37:23 The advantage is that this is internationally comparable. [GREEN JOBS FORUM] 09:37:27 So there we get an idea about employment and occupations with green tasks. [GREEN JOBS FORUM] 09:37:33 set up by different local characteristics, also allowing us to look at job quality aspects, and we really see and learn what structure changes over time. [GREEN JOBS FORUM] 09:37:45 So potential users, skills, anticipation is one area, occupational standards. [GREEN JOBS FORUM] 09:37:53 To update those and to review those competencies and curricula. It's another area. [GREEN JOBS FORUM] 09:37:59 Then reskilling and upskilling initiatives can be certainly informed and benefit from these data. And the fourth area is generally labor market information. [GREEN JOBS FORUM] 09:38:09 I really do hope to work with many of you also in the future to apply this methodology to some of the databases that you might have in your countries. [GREEN JOBS FORUM] 09:38:21 Of course, ultimately, we would like you as well to use that and benefit [GREEN JOBS FORUM] 09:38:27 from that approach in terms of policymaking, in terms of generating the data that is actually needed to do evidence-based policymaking. [GREEN JOBS FORUM] 09:38:38 So with this, I conclude and thank you so much for your attention and happy to receive any questions if there's time. [GREEN JOBS FORUM] 09:38:56 Okay, thank you very much, Doctor Akito and Christian, for the very comprehensive but also very fascinating presentation. I think you can see that now when we talk about greening job, green scales, [GREEN JOBS FORUM] 09:39:09 Still me with some victory [GREEN JOBS FORUM] 09:39:12 I think with this kind of measurement, we get a good understanding in the [GREEN JOBS FORUM] 09:39:18 Whether this is a new job, new skills, or something that we can make it greener, uh, jobs or greener scale. So I think it's a very excellent presentation, and I hope that, again, in ASEAN, we will have opportunity to adopt this. [GREEN JOBS FORUM] 09:39:34 Okay, now let's take any questions, one or two. [GREEN JOBS FORUM] 09:39:39 Yes, ma'am. [GREEN JOBS FORUM] 09:39:45 Good morning and thank you very much, Akito and Christian, for your very interesting presentation, and I know that you have been working on the Philippines on this dictionary. And my question is basically like green skills are diverse and different. [GREEN JOBS FORUM] 09:40:01 sharing in many industries, and uh… [GREEN JOBS FORUM] 09:40:05 You've identified that we need this dictionary will have all these different steps. Should this lead to coming up with a standard occupational classification on green jobs? Because the Philippines doesn't have any standard occupational classification on green jobs, and we're trying to work [GREEN JOBS FORUM] 09:40:23 with the Philippine Statistics Office to do this. [GREEN JOBS FORUM] 09:40:26 But I think this would be helpful for them to draw up a standard occupational classification and green jobs. [GREEN JOBS FORUM] 09:40:36 So maybe if I can, I can start, so I, I mean, I would really certainly think that this can be input into developing this. [GREEN JOBS FORUM] 09:40:45 Of course. [GREEN JOBS FORUM] 09:40:46 The question is, of course, if you're interested in developing it for the Philippines, and then the question is also can it be somehow applied to other countries as well to have like this ASEAN common approach? [GREEN JOBS FORUM] 09:40:59 In terms of really. [GREEN JOBS FORUM] 09:41:01 Informing what occupations are, let's say, green, and then which are perhaps less green. I think this can be an important input. [GREEN JOBS FORUM] 09:41:10 Which requires, of course, further work and thinking. [GREEN JOBS FORUM] 09:41:13 I think it's actually a very good idea to look into that, to develop that occupational classification around green jobs. [GREEN JOBS FORUM] 09:41:27 If it's difficult to come up with an occupational classification. [GREEN JOBS FORUM] 09:41:33 Well, I think that this methodology certainly be able to actually identify the green jobs at the sectoral level. [GREEN JOBS FORUM] 09:41:42 I think that it's whether it's going to be a green category of the green job as an occupation classification, or whether it's a green job within each sector, I'm not quite sure. [GREEN JOBS FORUM] 09:41:54 As Christian mentioned, that there could be inputs to that. Thank you. Thank you very much. Okay, excellent. I think the details we can discuss further later. Yes, sir. [GREEN JOBS FORUM] 09:42:09 Good morning. [GREEN JOBS FORUM] 09:42:12 My name is Alexandra Sorrento. [GREEN JOBS FORUM] 09:42:17 Some of the things that we've been doing to invest there is carbon removal credits from community-based reforestation activities. [GREEN JOBS FORUM] 09:42:24 My question to you is very simple. Yesterday we discussed about, uh… [GREEN JOBS FORUM] 09:42:29 The term low carbon in green economy, green jobs. [GREEN JOBS FORUM] 09:42:34 That always entails a low-carbon… [GREEN JOBS FORUM] 09:42:38 approach to, you know, [GREEN JOBS FORUM] 09:42:40 to industries and businesses. I wonder why in your idle definitions, this low carbon in France has been dropped. [GREEN JOBS FORUM] 09:42:49 I'm literally talking about preservations and restorations of environments. Thank you very much. [GREEN JOBS FORUM] 09:42:57 For, uh, just to be clear that our ILO broad definition, for the sake of the time, I did not really present it in a survey, but as an example, the green job certainly includes green job includes, you know, as I said [GREEN JOBS FORUM] 09:43:11 custodian environment, but also [GREEN JOBS FORUM] 09:43:13 also to restrict and emit the carbon emission. So it's really included in that sort of the broad definition. So it's not that we omit that. [GREEN JOBS FORUM] 09:43:25 aspect of it. [GREEN JOBS FORUM] 09:43:29 Okay, 49. [GREEN JOBS FORUM] 09:43:32 Second, okay, yeah, last, please. Thank you so much, I'm Sarah. I control director of ICMD for Organization here in Asia, and based on what Sakamoto-sang presentation is that in 24, 2024, a children mentioned that you had lack of confidence to accomplish. [GREEN JOBS FORUM] 09:43:49 green job and even discouraged by their family and [GREEN JOBS FORUM] 09:43:54 And it also mentioned that this made up with their adopted and validated in each country. My question is, who will validate it, and will [GREEN JOBS FORUM] 09:44:06 youth organizations take part on it, and will today [GREEN JOBS FORUM] 09:44:09 at the opening and the public so we all can access it. Thank you. [GREEN JOBS FORUM] 09:44:13 Thank you for the question. This validation part is very critical. So thank you for highlighting this because these are natural, you know, as I mentioned, that the methodology we will use natural language processing, which is the AI technology. However, as we know. [GREEN JOBS FORUM] 09:44:29 Now it's this result generated by AI. It's very helpful, but need to be really validated. Humans eyes in validating are very super critical. So we do actually, as a process of data piloting presentation, the sort of process of that, putting [GREEN JOBS FORUM] 09:44:45 into the human's eye consultation, validating employers, workers, and the government, and then I think it will be very useful to have a really youth representative in this consultation to be part of it. Thank you. Okay, excellent. [GREEN JOBS FORUM] 09:45:00 So thank you very much again. Let's give a big round of applause. [GREEN JOBS FORUM] 09:45:05 What an excellent presentation. Thank you very much. [GREEN JOBS FORUM] 09:45:25 Okay, the next one will be… [GREEN JOBS FORUM] 09:45:29 and myself will be presenting on assessing the greening diva. [GREEN JOBS FORUM] 09:45:37 And this is more on the cleaning prepared institutions in Southeast Asia. [GREEN JOBS FORUM] 09:45:44 For this, we will split the presentations, uh, talking about how we assess how rating our different institutions for cleaning in the regions. So let's give a big round of applause to Dr. Margarita Pavlova for the first presentation. [GREEN JOBS FORUM] 09:46:02 Good morning, everyone. And I think that our poster that has the sign Green Jobs really show the nature of green jobs. Different shades of greening, if you notice, yes, so it's green, yellow. [GREEN JOBS FORUM] 09:46:19 And this is what we have been discussing yesterday and today. So, um… [GREEN JOBS FORUM] 09:46:25 Our presentation continue on the topic of skills supply, and we will focus on Tibet institution readiness to produce graduates for green transition. [GREEN JOBS FORUM] 09:46:36 And this is a broader perspective compared to just green skills. [GREEN JOBS FORUM] 09:46:43 Because sometimes when we walk into the Tibet institutions and we ask students about net zero economy or circular economy or climate challenges, and the students [GREEN JOBS FORUM] 09:47:00 The response they don't have a perspective on that. And I believe it is really important to have people who understand these concepts, because then they can position themselves better within society, [GREEN JOBS FORUM] 09:47:16 So they can be like citizens with a green mindset. So that's why our study focusing not only on Tibet readiness to produce graduates with great skills. [GREEN JOBS FORUM] 09:47:30 on teammate readiness to produce graduates who are ready for green transition and this is a broader concept. [GREEN JOBS FORUM] 09:47:44 Yes, yesterday we have been [GREEN JOBS FORUM] 09:47:48 a lot about the commitment that ASEAN have towards greening. Yes, there are a lot of policies and a lot of frameworks and regulations. [GREEN JOBS FORUM] 09:48:01 Just to remind us this broader perspective that we have in the region. [GREEN JOBS FORUM] 09:48:06 And yesterday, we also spoke about the green job potential as well as today in the morning. So we have potential in the region and that relates to LinkedIn study. And you can see that [GREEN JOBS FORUM] 09:48:22 have a huge potential in agriculture, mining, utilities, also construction, manufacturing. Yesterday we also heard about sustainable tourism and in different countries it can [GREEN JOBS FORUM] 09:48:37 a different industries. So, we have… [GREEN JOBS FORUM] 09:48:40 There being a framework would have the potential, but we don't know how our human system are responding to all this, what is happening on the ground. And of course, in each country, we have. [GREEN JOBS FORUM] 09:48:54 number of very interesting cases, like the pilots of… [GREEN JOBS FORUM] 09:48:59 practice cases, but we don't have the baseline that shows on a larger scale, bigger scale, what is happening with Timbert institutions. [GREEN JOBS FORUM] 09:49:09 And, um… [GREEN JOBS FORUM] 09:49:11 That's why we decided to design a tool that would help TV institutions to assess themselves. That was the idea by Dr. Pariona, and then it was supported by ICR and Tibet. [GREEN JOBS FORUM] 09:49:28 And I also have been an expert who [GREEN JOBS FORUM] 09:49:33 I was involved in developing of this framework. [GREEN JOBS FORUM] 09:49:37 And you might know that at their international level, UNESCO Uniboc has [GREEN JOBS FORUM] 09:49:44 Framework that was also now supported by Singapore, the European Research Center on Tibet, and they are looking at the holistic way of bringing [GREEN JOBS FORUM] 09:49:56 led institutions, yes, they have six approaches that relates to curriculum, then professional development of teachers, institutional planning and culture, community engagement, research, campus and learning environments. [GREEN JOBS FORUM] 09:50:12 So what we did for our two, we structure this into three building blocks. [GREEN JOBS FORUM] 09:50:20 present decorations, community engagement, workplace greening and innovation. And under each block we have… [GREEN JOBS FORUM] 09:50:29 Several pillows. [GREEN JOBS FORUM] 09:50:30 And using pillows, we also have dimensions and indicators to collect more precise information of what is happening in reality. [GREEN JOBS FORUM] 09:50:43 So, um… [GREEN JOBS FORUM] 09:50:45 dimensions under the pillows, they describe the aspect of readiness. Then, usually, [GREEN JOBS FORUM] 09:50:51 We have several indicators and these indicators actually shows us what is possible to measure. [GREEN JOBS FORUM] 09:50:59 We asked by the institution to provide evidences. Yes, you can see that we have a score from 0 till four, and 4 is the maximum [GREEN JOBS FORUM] 09:51:09 They take in yet. So, if institution do self-assessment and give a score of 4, then we want to see some evidences. What was the basis for this judgment. So that's why we are calling this self-assessment. [GREEN JOBS FORUM] 09:51:24 is an evidence-based self-assessment. [GREEN JOBS FORUM] 09:51:29 And here, this is the example of one indicated percentage of the programs with explicit green content. [GREEN JOBS FORUM] 09:51:36 And you can see that, uh… [GREEN JOBS FORUM] 09:51:38 Actually, the, sorry. [GREEN JOBS FORUM] 09:51:42 The way we decide on this score was the validation [GREEN JOBS FORUM] 09:51:50 black salt in Brunei. All members from all I stand countries were there, and we were looking at the scoring, at the indicators to make sure that they can be understood across all settings, and that there. [GREEN JOBS FORUM] 09:52:04 Explicit and straightforward. [GREEN JOBS FORUM] 09:52:07 So you can see that more than 75% of programs that includes green content, then you can give your advanced score of 4. [GREEN JOBS FORUM] 09:52:19 And in terms of methodology, because at the moment this is our stadium, it is a mixed method and we're talking about quantitative and qualitative data collection. [GREEN JOBS FORUM] 09:52:32 quantitative is the scoring that TH institutions are giving themselves, and then qualitative are the interviews and focus group discussions that our researchers will do with Steve representatives. [GREEN JOBS FORUM] 09:52:48 And here in this room we have several researchers from [GREEN JOBS FORUM] 09:52:53 Some countries of ASEAN, so it was super nice to work with them during this initial validation workshop and now they keep sending data for us, so we have some preliminary results and Dr. Pariona will [GREEN JOBS FORUM] 09:53:08 with you a little later. [GREEN JOBS FORUM] 09:53:12 Another part of our survey, Geary survey, is the teacher readiness. And it is also a quantitative component of our study. And I will show some results later. [GREEN JOBS FORUM] 09:53:27 So here, this is our sample size. We have 88 plus institutions across all members. It is one area assessment per institution. We have one to team. [GREEN JOBS FORUM] 09:53:42 policymakers and at the educational level, three to four. [GREEN JOBS FORUM] 09:53:50 Like people from managerial position, 5 to 6 students, and usually it is the focus group discussion, and also 1 or 2 industry representatives of with whom Tibet institutions are working. [GREEN JOBS FORUM] 09:54:04 So, uh, teacher readiness, I said, it is one component, it is on the kilo 2 in block 1, and this is a self-assessment, and I'm sharing you the results of the study that we've had two years ago. [GREEN JOBS FORUM] 09:54:20 So, uh, we decided to have a baseline understanding of teacher readiness towards implementing greening in ASEAN. [GREEN JOBS FORUM] 09:54:30 And, um, you can see that our sample was 1,290 valid responses, around 500 responses we didn't count. [GREEN JOBS FORUM] 09:54:41 average score is between 2.7 and 3.9 on the scale from 0 to 5. [GREEN JOBS FORUM] 09:54:49 Also, you can see that. [GREEN JOBS FORUM] 09:54:52 54 to 65 participants rated themselves at 3 or lower than 3, [GREEN JOBS FORUM] 09:54:59 Then around 20% rated themselves at 2 and lower than 2. So that means that they don't feel that they are ready to implement greening during their teaching and other activities that Tibet institutions. [GREEN JOBS FORUM] 09:55:15 So that provides us an evidence that really capacity building is a very, very important aspect that we need to address in our region. [GREEN JOBS FORUM] 09:55:27 So we identified the specific areas that should be included in this training, and you can see, for example, how to organize green content across subject or modules, how to plan the structured dream learning activities. [GREEN JOBS FORUM] 09:55:43 Central. [GREEN JOBS FORUM] 09:55:45 And so now… [GREEN JOBS FORUM] 09:55:47 That was the result. And so we had different type of capabilities, competencies, and you can see that some countries are at the top, some countries at the bottom, majority of countries are in the [GREEN JOBS FORUM] 09:56:03 And there are some specific areas that really needs attention and some countries need more support than the others. So this is one component that we also collect the new data now. [GREEN JOBS FORUM] 09:56:17 through the gary approach and Dr. Pariola now will share with us the results that we've had so far. [GREEN JOBS FORUM] 09:56:32 Thank you. I'll continue on the… [GREEN JOBS FORUM] 09:56:36 A progress of the finding of using Gary Cream Education Readiness Index. [GREEN JOBS FORUM] 09:56:42 I think with this opportunity, I would like to also recognize the researchers, country researchers from the 11 countries, some of you are here. Please, uh… [GREEN JOBS FORUM] 09:56:53 Brace yourself, uh, stand up to be recognized, everyone. The researchers for Gary from the 11 countries, please stand up, please. [GREEN JOBS FORUM] 09:57:01 Malaysia. [GREEN JOBS FORUM] 09:57:03 Okay, and flowers, yes. [GREEN JOBS FORUM] 09:57:07 from Philippines and others so we [GREEN JOBS FORUM] 09:57:12 We have our very researchers from [GREEN JOBS FORUM] 09:57:16 I think it's quite a significant contribution. [GREEN JOBS FORUM] 09:57:19 So thank you for your support. [GREEN JOBS FORUM] 09:57:21 This is the update at this moment, because we plan to finish this study by December. So now it's still October, so we are kind of in the middle. I'd like to share with you the development, and how [GREEN JOBS FORUM] 09:57:31 we can in ways we'll see how this kind of study will be useful for us. [GREEN JOBS FORUM] 09:57:37 completed some online reforms, but [GREEN JOBS FORUM] 09:57:45 Still in progress because after the completion of the study, then the next step will be validation. The researchers need to double check the evidence, whether the scoring that the institution provided is already in line with the guidelines. [GREEN JOBS FORUM] 09:58:01 This is the one, I think the Brunei, Myanmar, Singapore, the result is not validated. I don't want to resend the detail yet. Philippines, so thank you. I think the Philippines already have [GREEN JOBS FORUM] 09:58:12 Engaging its institutions and so far has been validated, accepted that the interview still needs to be convened, but [GREEN JOBS FORUM] 09:58:19 binding. [GREEN JOBS FORUM] 09:58:23 As mentioned by Dr. Marker, the pathophys, we have three building blocks, and then [GREEN JOBS FORUM] 09:58:28 We have this, uh… [GREEN JOBS FORUM] 09:58:31 Seven pillars, as well as we have 28 dimensions. So the way we show the result, we can show the overall. [GREEN JOBS FORUM] 09:58:41 wrong carrying. [GREEN JOBS FORUM] 09:58:42 Also by blocks. [GREEN JOBS FORUM] 09:58:44 High pillars, by dimensions. [GREEN JOBS FORUM] 09:58:47 So really up to us in terms of how we would like to see the details of the findings. This is just, again, preliminary study from Philippines. [GREEN JOBS FORUM] 09:58:56 on the index that we found from the [GREEN JOBS FORUM] 09:59:00 8 institutions who are participating in this study, with the overall vary 1.53, and these are the components from [GREEN JOBS FORUM] 09:59:08 You can see that community outreach is quite high score, 2.33, while you can see research and innovation is still considered very low. This is a score from 0 to 4. [GREEN JOBS FORUM] 09:59:19 So just give an illustration system of how we use it. [GREEN JOBS FORUM] 09:59:25 And [GREEN JOBS FORUM] 09:59:25 Thank you also from the Philippines. This is also something that we would like to invite everyone to also share the good practices so we're not only looking into the quantitative data. [GREEN JOBS FORUM] 09:59:35 We would like to see the quality, to see whether there is any good practices that we can learn from. So you can see here, for example, like under learning and people, green learning activities, systematic curriculum integrations have been happening there. [GREEN JOBS FORUM] 09:59:52 They also shared with us the good practices on the reuse of workshop materials, LED lighting, and so on and so forth. [GREEN JOBS FORUM] 10:00:02 As well as in the community and the workplace engagement, talking about coastal cleanups, replanting, [GREEN JOBS FORUM] 10:00:09 Cycling and latitude are great and many others. These are some example of the good practices that you can read the details in the report, but this is just a way of, uh, [GREEN JOBS FORUM] 10:00:20 Learn from, ah, [GREEN JOBS FORUM] 10:00:22 from this scary study. [GREEN JOBS FORUM] 10:00:24 Also, thank you that in the Philippines, you've already met out. [GREEN JOBS FORUM] 10:00:29 certain occupation related to cleaning that also has been offered in the different institutions. So these are the areas, and this is also in response to the regional study by earlier. [GREEN JOBS FORUM] 10:00:44 So, these are the areas that Eloin has been described in the bills in the program of the [GREEN JOBS FORUM] 10:00:52 in the Philippines. [GREEN JOBS FORUM] 10:00:54 So you can see on the bottom there's 89 test trending regulation, including [GREEN JOBS FORUM] 10:01:01 So you have [GREEN JOBS FORUM] 10:01:04 Again, 2023, so… [GREEN JOBS FORUM] 10:01:06 You can see the list of the occupation. [GREEN JOBS FORUM] 10:01:11 Now, how can we connect between [GREEN JOBS FORUM] 10:01:15 Labor demand and supply to this kind of study. I think this is something that we would like to see because we would like that even institution be able to respond to the existing or the future of cleaning jobs. [GREEN JOBS FORUM] 10:01:29 So these are the way we try to, um… [GREEN JOBS FORUM] 10:01:33 handling the connection. So, for example, and the labor market signals, let's say, uh, green competency across jobs. [GREEN JOBS FORUM] 10:01:41 resource efficiency, waste reduction, environmental compliance from the readiness that we just found from the Philippines, we get the curriculum cleaning 2.88 which is very high. [GREEN JOBS FORUM] 10:01:51 and green competency assessment 2.13. So what would be the priority areas that the institution will need to take action? [GREEN JOBS FORUM] 10:02:01 So for example, here we can see that assess demonstrable green competencies, not on the curriculum coverage. Curriculum is one thing, but how this curriculum can be translated into teaching and learning, where we can assess the competencies of our graduate. [GREEN JOBS FORUM] 10:02:16 Just an example of how we can, uh… [GREEN JOBS FORUM] 10:02:20 Provide link between the green job, green scale study to this study that we are doing. [GREEN JOBS FORUM] 10:02:28 For your information that phone is carrying, we're not planning to rank. [GREEN JOBS FORUM] 10:02:33 marrying one institution to the other, because that's not the purpose. This is more kind of diagnostic tool so that every institution can see the current situation, and then they can [GREEN JOBS FORUM] 10:02:43 develop a roadmap so they can progress to the next level. [GREEN JOBS FORUM] 10:02:49 So, um… [GREEN JOBS FORUM] 10:02:51 This is, uh, you know, [GREEN JOBS FORUM] 10:02:53 So green scale extends beyond new green jobs, of course, that we're not only just looking at the existing one, but [GREEN JOBS FORUM] 10:03:03 So we're looking into something that happened in the future. [GREEN JOBS FORUM] 10:03:07 Boomtins must be met with the delivery capacity. I don't know that [GREEN JOBS FORUM] 10:03:13 inculcating training skills to the students. [GREEN JOBS FORUM] 10:03:18 We need to be, uh, we need to realize, and also… [GREEN JOBS FORUM] 10:03:23 That means that in the curriculum, when we adopt the curriculum, we need to see also the capacity of the institution, how we adapt it. [GREEN JOBS FORUM] 10:03:30 So you think you're ready to target, uh… [GREEN JOBS FORUM] 10:03:34 Use carry to target action, not to rank institution I mentioned earlier, this is not, um… [GREEN JOBS FORUM] 10:03:39 Ranking the institution because we don't want to put [GREEN JOBS FORUM] 10:03:43 In a difficult situation, but this is, again, diagnosis for you to know what [GREEN JOBS FORUM] 10:03:49 happening at this moment and how we can progress to the next level. [GREEN JOBS FORUM] 10:03:52 I think that's, um… [GREEN JOBS FORUM] 10:03:54 I think you can see the earlier, you see that link, if any of you would like to see the detail of the assessment tools. [GREEN JOBS FORUM] 10:04:02 You can click that. You can also scan the QR code, also the link that I shared earlier by Dr. Mercury. So with that, thank you very much, and now open for any question or discussion. Thank you very much. [GREEN JOBS FORUM] 10:04:15 I am here enjoying forces. [GREEN JOBS FORUM] 10:04:21 Yes, I saw one here over here, please. [GREEN JOBS FORUM] 10:04:29 Thank you for before. First of all, thank you for your insightful presentation. Well, I'm Sanjang. I'm representing Ascended organization, of course, for Lao PDR. [GREEN JOBS FORUM] 10:04:44 Oh, well, as a game technology and jobs scale requirement occurring or continue to change rapidly every day, as you might know, and young people still struggle to understand why they are or where they fit in the, uh, [GREEN JOBS FORUM] 10:05:01 Green economy, especially preparing for that first job. And my question is that does your excitement look at how the TV institution work with the employers or the worker in order to help their [GREEN JOBS FORUM] 10:05:16 student prepare, like, form the training into the green job, and if so, how, uh… [GREEN JOBS FORUM] 10:05:24 And if so, what is, like, the biggest challenge so far? Yeah, thank you. Thank you very much. [GREEN JOBS FORUM] 10:05:32 If you remember our third building block relates to the industry, yes, and so it's industry, innovation and work with community. So we are measuring, we have several dimensions with indicators, so we're measuring cultivate institutions. [GREEN JOBS FORUM] 10:05:48 are working with industry partners, and also with this tool, we will be interviewing our researchers will be interviewing one or two industry partners to see what is happening in this area. And of course, because I said that our approach is holistic, this is only one dimension. [GREEN JOBS FORUM] 10:06:07 In the assessment, thank you. [GREEN JOBS FORUM] 10:06:10 Just to add on because you mentioned about how youth in a way can be engaged in here also can be assessed the green scales. So this assessment is not only for the formal. [GREEN JOBS FORUM] 10:06:24 the event, but also can be applied to training centers where the youth would like to get access for training, either upskilling or reskilling, they can accept because they would like to see how comprehensive [GREEN JOBS FORUM] 10:06:34 So hopefully by doing this, more and more youth are interested, uh, to enroll in the training institution, either this is formal or non-formal. [GREEN JOBS FORUM] 10:06:49 So that, at the end, also, youth can be prepared for the greening job in the future. Thank you for the questions. I saw another hand. Yes. Okay, our colleague from Malaysia first. [GREEN JOBS FORUM] 10:07:04 Uh, Baghdad, yes. [GREEN JOBS FORUM] 10:07:09 Is it us? [GREEN JOBS FORUM] 10:07:14 Okay, you know, um. [GREEN JOBS FORUM] 10:07:16 I'm from Malaysia Ministry of Higher Education. Basically handling polytechnics and community college. My question is, Dara, actually, because we're looking at how you define the jobs. [GREEN JOBS FORUM] 10:07:33 One question is how do you ensure that you sample your respondents have the same understanding? [GREEN JOBS FORUM] 10:07:47 So that they can actually, because it is, uh, you're managing based on your data, is 8 institutions this now. So how do you ensure that they have the same understanding on the definition? And my second question is [GREEN JOBS FORUM] 10:08:03 Do you actually because we also have currently on UIG Metrics, the green matrix for easy paper industry ranking. So do you [GREEN JOBS FORUM] 10:08:14 Look at that document as well for the study. Thank you very much. [GREEN JOBS FORUM] 10:08:20 Yes, um… [GREEN JOBS FORUM] 10:08:25 Of course, we looked at different metrics before we start designing the tool, and I don't remember the very small detail, but we realized that they're not measuring what we want to measure, and so that's why we designed the tool that is very holistic, because [GREEN JOBS FORUM] 10:08:42 from the tools, just focusing on curriculum, and as I mentioned at the beginning, curriculum is very, very important, but it is not all that we need. [GREEN JOBS FORUM] 10:08:51 to ensure that we have in our TVET system sold our gradients are ready for green transition. [GREEN JOBS FORUM] 10:09:00 techniques is a very good example because when we are looking at the secondary school level, so green innovation for example wouldn't be applicable and you wouldn't expect secondary TVET to be very green, innovative, yes, but for polytechnic, it is a very important criteria, so we really [GREEN JOBS FORUM] 10:09:20 expect to see what Billy Technique is doing in terms of engaging students and industry in green innovation. [GREEN JOBS FORUM] 10:09:30 Number one, in terms of the clarity, because we don't want that every institution, we have different way of assessing, so we try to define in the assessment tool as clear, as detailed as possible. [GREEN JOBS FORUM] 10:09:44 Of course, this is still, you know, very [GREEN JOBS FORUM] 10:09:47 difficult for coming up with 100% accurate. So what we do is that we ask the researchers to validate. So after we train the researchers, they know quite comprehensive understanding [GREEN JOBS FORUM] 10:10:00 about how to validate the evidence so that at the end, the score from the institution not directly accepted, but we need to have a discussion and we have some kind of, uh… [GREEN JOBS FORUM] 10:10:11 Uh, what you call it? [GREEN JOBS FORUM] 10:10:14 Wings with that at the end, we agree on the final score. So that's the way we approach this for the issue of consistency. Second one, yes, we invited impact from the UI green matrix, uh, because we know that at the university, there are really [GREEN JOBS FORUM] 10:10:32 But we feel like 14 is not detailed enough because this one doesn't really reflect on how the institution prepare the skills, the green skills. [GREEN JOBS FORUM] 10:10:43 on the environments of the teaching and learning, but not very detailed enough focus, and the… [GREEN JOBS FORUM] 10:10:48 This one is the agnostic. [GREEN JOBS FORUM] 10:10:53 Whether, uh… [GREEN JOBS FORUM] 10:10:54 So it's a bit different. Again, this is how we can move forward, how we can learn from each other but without comparing one among the other. So that's different but yeah, we already engaged them for the workshop and the initial stage. [GREEN JOBS FORUM] 10:11:11 I just want to add one more thing because we had a validation workshop, so that's why we are now sure that our researchers shared the understanding. What do we mean by different categories? And so that's why the result would be consistent across the region and as Dr. [GREEN JOBS FORUM] 10:11:31 We included the definition even will define the program and the module because in different countries that have a different scope. [GREEN JOBS FORUM] 10:11:40 We are trying, yes, to achieve consistency. So, yes. [GREEN JOBS FORUM] 10:11:45 And look at her time, it's already, so meaning that we can, okay, if the organizer allow us for one more question, excellent. Okay, please, yes. Okay, no problem. [GREEN JOBS FORUM] 10:12:01 I'm coming in from Cambodia. I would like to hear your best experience. The question is, what is the starting of the piloting in the country in terms of the country? [GREEN JOBS FORUM] 10:12:16 Thank you very much. From Cambodia for asking that question. Yes, it's true, it's not that easy. [GREEN JOBS FORUM] 10:12:26 Especially because this study we would like to reach out as many institutions as possible and some of them, when it comes to the language, also we need to translate to the national language. So for Cambodia, we have some issues in terms of the translations. [GREEN JOBS FORUM] 10:12:41 reaching out to the respondents. But I think having you here, we will need your support. Later on, I will link you with the researchers. We have three researchers from Cambodia that can also help us expedite the process, because right now [GREEN JOBS FORUM] 10:12:56 We are still in the process of, for Cambodia still. [GREEN JOBS FORUM] 10:13:01 Developing or fine-tuning the… what you call it the carry tools, the assessment because we need to develop online. We use, uh… [GREEN JOBS FORUM] 10:13:11 Everyone can access to the online surveys so that I think they can, you know, [GREEN JOBS FORUM] 10:13:17 complete as soon as possible. But that's the main challenge. I think is about, uh, [GREEN JOBS FORUM] 10:13:23 Howdy. [GREEN JOBS FORUM] 10:13:25 private institution to participate, because some of them are quite scared, because the question is very long and they need to show the evidence and they're scared that they will be judged because of their having low score. [GREEN JOBS FORUM] 10:13:38 We need to give them an understanding that this is not about ranking, this is not about supervision, this is just about knowing the current status, so that we can grow together, we can develop together. So there's… I think we need to raise your support [GREEN JOBS FORUM] 10:13:52 Can you see the best practice of the starting point of another country, especially in our Asian [GREEN JOBS FORUM] 10:14:02 Okay, thank you. [GREEN JOBS FORUM] 10:14:05 Okay, a big point from the green… [GREEN JOBS FORUM] 10:14:08 Steve. [GREEN JOBS FORUM] 10:14:10 As you know, we're still analyzing the results and Dr. Pariona in his part, he already shared some good practices and we're thinking to publish good practices so they would be available online and you would be able to [GREEN JOBS FORUM] 10:14:28 see them but also I want to say that during this study we are validating our tool one more time because we are collecting feedback from all participating Teyvato institutions to see how easy or difficult were for them. [GREEN JOBS FORUM] 10:14:44 To understand and also to think about the evidences. And I hope that after it is validated in that regard, [GREEN JOBS FORUM] 10:14:54 It will be used by the countries to support Teyvat institutions to develop their action plan for greening. Yes, because this is not just one of research project. This is just the tool that we hope the countries will be [GREEN JOBS FORUM] 10:15:10 Yes, excellent. Yes, I'd like to highlight that. This study is not one time. [GREEN JOBS FORUM] 10:15:20 then finish this is supposed to be a continuous. So, let's say, uh… [GREEN JOBS FORUM] 10:15:26 Maybe two or three years from now, they can do the assessment with him so that they can see the progression. [GREEN JOBS FORUM] 10:15:34 When or when? [GREEN JOBS FORUM] 10:15:36 Where's the best place to start? I think after you look at the 28 dimensions, I think you can see how comprehensive the dimension that we put in there. From that, I think the institution can start thinking which one among these become priority that we need to start first. [GREEN JOBS FORUM] 10:15:51 Every institution, every country, we have different, ah. [GREEN JOBS FORUM] 10:15:55 So I think by looking at the overall framework, and then [GREEN JOBS FORUM] 10:15:59 You can see, and you didn't think about which one you can start first. I think the details we can discuss because of the times already. So thank you very much again, everyone. So I have one more time. [GREEN JOBS FORUM] 10:16:12 Yeah, I just want to add one more word, capacity building workshop is the best, because we have been doing a lot with Semio of Octech, and then all participants, they design their action plan so they know where to start because we understand that this tool can be over [GREEN JOBS FORUM] 10:16:30 I mean, if you haven't been engaged in greening, so just send a request to semiovoktech to have capacity building okay thank you, thank you very much. Okay, the last. [GREEN JOBS FORUM] 10:16:43 Last presenter. [GREEN JOBS FORUM] 10:16:46 My colleagues, my friend, did he really know, so thank you for being with us. So from this last presentation, we will learn from whatever the definition descriptions. [GREEN JOBS FORUM] 10:17:00 theoretical part that we have discussed to the actions. So would you like to hear the actionable [GREEN JOBS FORUM] 10:17:08 In this case like to give a big round of applause to Billy Gigliano. [GREEN JOBS FORUM] 10:17:20 It's always so difficult to find a proper one, Doctor Publoma. What else to say? [GREEN JOBS FORUM] 10:17:27 One has to say. [GREEN JOBS FORUM] 10:17:30 delegates from ASEAN member states, experts, stakeholders, partners. [GREEN JOBS FORUM] 10:17:39 Good morning. [GREEN JOBS FORUM] 10:17:42 Within ASEAN, the Philippines has particularly strong motivation to take the greening of Tibet very seriously. This is because the Philippines is among the most climate vulnerable countries in the world. [GREEN JOBS FORUM] 10:17:57 World Risk Index, the Philippines ranks as the number one country with the highest risk from disaster and climate change impacts. [GREEN JOBS FORUM] 10:18:09 UNDP estimates that the Philippines loses around 1.2% of its GDP annually due to typhoons with long-term climate impacts projected to reduce GDP by up to 7.6% by 2030. [GREEN JOBS FORUM] 10:18:27 13.6% by 2040 under high emission scenarios. [GREEN JOBS FORUM] 10:18:33 This underscores the urgent need to transition toward a greener, more sustainable economy. [GREEN JOBS FORUM] 10:18:42 But the gene concession is not only an environmental agenda, it is also a workforce agenda. [GREEN JOBS FORUM] 10:18:51 As the economy changes, new jobs will be created, existing jobs will be transformed, some tasks will be substituted and other jobs may be eventually eliminated. [GREEN JOBS FORUM] 10:19:05 These shifts put workers at risk of being left behind if their skills fall. [GREEN JOBS FORUM] 10:19:13 But the transition also creates opportunities for upskilling and green jobs in emerging industries like renewable energy. [GREEN JOBS FORUM] 10:19:23 In the Philippines, the Green Jobs Act or Republic Act number 10771 [GREEN JOBS FORUM] 10:19:30 Provides an important policy foundation. [GREEN JOBS FORUM] 10:19:34 promotes the creation of green jobs and supports the development of the skills needed for a greener economy. [GREEN JOBS FORUM] 10:19:42 the law as they start to develop the training programs needed to prepare the workforce. [GREEN JOBS FORUM] 10:19:49 green transition. [GREEN JOBS FORUM] 10:19:51 carrying out this mandate, NESDA adopted a green pivot framework built on a whole of institution approach with five components. The first component is green training regulations and curriculum. [GREEN JOBS FORUM] 10:20:06 Best diast training programs specific to green industries, including. [GREEN JOBS FORUM] 10:20:12 renewable energy like solar and wind energy. For example, we have trainings for PV systems design, electrical installation and maintenance, wind turbine maintenance services, PV installation. [GREEN JOBS FORUM] 10:20:27 Greening event is not just about offering training programs specifically for the environmental sector. [GREEN JOBS FORUM] 10:20:35 Also means embedding green competencies across existing courses, regardless of sector. [GREEN JOBS FORUM] 10:20:42 That's why we are also reviewing our existing occupation standards and curricula to integrate green competencies. [GREEN JOBS FORUM] 10:20:54 this airport, we recently published a handbook on weaning the Tibet curriculum as Dr. Pariono has shared, we have already integrated green skills across. [GREEN JOBS FORUM] 10:21:08 occupation standards. To date, 397 occupation standards have already been green. [GREEN JOBS FORUM] 10:21:16 Because… [GREEN JOBS FORUM] 10:21:18 An agricultural worker should be able to apply climate-smart practices. A construction worker should know how to reduce material waste. [GREEN JOBS FORUM] 10:21:29 automatic technician should work with more energy-efficient technologies. Again, green scale should not be confined to the environmental sector. We should become an integral part of how every industry works. [GREEN JOBS FORUM] 10:21:44 The second component of our green pivot framework is green research. [GREEN JOBS FORUM] 10:21:49 Tesla partnered with a think tank to examine green scale requirements across its priority sectors, agriculture and fisheries, ecotourism, transportation, renewable energy, construction and manufacturing. The major output of this project is a sector-specific skills insights report. [GREEN JOBS FORUM] 10:22:10 Which identifies new skills demand and workforce gaps in these sectors across the 6 sectors, 3 common findings emerged. First, training capacity must catch up with industry needs. [GREEN JOBS FORUM] 10:22:25 gaps remain in trainer, equipment and assessment capacity, particularly in specialized and emerging green industries where technologies and required competencies are evolving rapidly. [GREEN JOBS FORUM] 10:22:38 American industry participation must go beyond consultation. [GREEN JOBS FORUM] 10:22:43 Guards or investment. [GREEN JOBS FORUM] 10:22:46 We're developing a green workforce requires shared investment in training facilities, industries, expertise, and enterprise-based learning. [GREEN JOBS FORUM] 10:22:57 Finally, there is a need for responsive labor market intelligence system that can keep pace with rapid industry changes in terms of tracking emerging occupations, shifting skills demand, and available workloads. [GREEN JOBS FORUM] 10:23:13 The third component is green institutional culture. [GREEN JOBS FORUM] 10:23:18 Yes, that is integrating sustainability not only in the training programs it offers, but also in its own delivery and operations. As part of this effort, we are working to adopt green procurement practices that [GREEN JOBS FORUM] 10:23:34 Minimize waste and promote resource efficiency in the way we procure goods and services, including ICP equipment and supplies for meetings. [GREEN JOBS FORUM] 10:23:46 Next, we have a green community. [GREEN JOBS FORUM] 10:23:51 workplace. We have partnered with Cocapula Philippines and local government units to implement solid waste management training, equipping local communities with practical skills to manage waste more sustainably. [GREEN JOBS FORUM] 10:24:06 So far, we might agree with two NGOs, local government units and produced 55 graduates in Solid Waste Management training. We are planning to expand this program to more local government units in the coming months. [GREEN JOBS FORUM] 10:24:23 eternity, we are also building the capacity of our own workforce to implement green treatment in partnership with Bayan Academy, we are conducting capacity building initiatives for desktop personnel. [GREEN JOBS FORUM] 10:24:38 Likewise, there's flagship program for professional development, LinkedIn Learning. We partnered with LinkedIn. [GREEN JOBS FORUM] 10:24:49 It also includes online courses on sustainability and the circular economy that personnel can access 24/7 for free. [GREEN JOBS FORUM] 10:24:58 Finally, we have re-encompass. We recognize that our training institutions should also demonstrate the sustainability practices they teach. [GREEN JOBS FORUM] 10:25:09 Philippine dairy assessment as shared by Doctor Perrono, indicates that participating TBIs have adopted initiatives in energy management, waste management, water [GREEN JOBS FORUM] 10:25:23 conservation and biodiversity. For example, some TVIs use, uh, LED lighting and solar photovoltaic systems, including [GREEN JOBS FORUM] 10:25:33 in the lab installations. [GREEN JOBS FORUM] 10:25:36 also practice spring water harvesting and storage for campus use while others. [GREEN JOBS FORUM] 10:25:43 institutions recycle PVC scraps used in training. [GREEN JOBS FORUM] 10:25:48 However, the absence of common environmental baselines make it hard for us to measure progress and quantify reductions in electricity and water consumption, waste generation and operating costs attributable. [GREEN JOBS FORUM] 10:26:03 initiatives, nevertheless, we already have concrete practices to build on. The next step is to establish the data needed to track progress and improve. [GREEN JOBS FORUM] 10:26:18 these five pillars reflect as dust approach. [GREEN JOBS FORUM] 10:26:23 that reaming the wet is more than just offering training programs for green jobs. Greening Tibet requires making the entire Tibet ecosystem responsive. [GREEN JOBS FORUM] 10:26:36 in concession. [GREEN JOBS FORUM] 10:26:37 Despite these efforts, the Philippines remains a work in progress in green events. [GREEN JOBS FORUM] 10:26:44 We have established important foundations, but scaling up implementation and closing the remaining gaps in training capacity remain an ongoing task. Nevertheless, our experience offers three lessons. [GREEN JOBS FORUM] 10:27:00 It may be useful for ASEAN member states first mainstream green scales across all training programs. We do not limit it to green industries only to the environment sector only. We have to embed green competition. [GREEN JOBS FORUM] 10:27:17 across all favorite qualifications, so workers in all sectors can contribute to bring [GREEN JOBS FORUM] 10:27:26 Second, deep greening as an institutional priority, not just a curriculum reform. Green Tibet must be reflected in how institutions operate. [GREEN JOBS FORUM] 10:27:39 Lastly, make industry a co-investor in green workforce development. [GREEN JOBS FORUM] 10:27:50 Industry should help define green competencies, provide technical expertise, and open workplaces for training. The green transition is too large for TESDA and for techbook institutions to carry alone. [GREEN JOBS FORUM] 10:28:05 For the Philippines, the green transition is no longer optional. The challenge before us now is to make sure that our Tibet system can keep pace with the changing economy and ensure that no [GREEN JOBS FORUM] 10:28:19 Being a worker will be left behind. Thank you. Good morning, maraming salamat. [GREEN JOBS FORUM] 10:28:39 Okay, thank you very much. [GREEN JOBS FORUM] 10:28:44 Actionable as well. [GREEN JOBS FORUM] 10:28:45 forward-looking example from the Philippines. I think this is maybe a good start for us to learn from Philippines later on. [GREEN JOBS FORUM] 10:28:53 After the presentation, I'm sure that many of you have [GREEN JOBS FORUM] 10:28:58 How to start and how maybe you can adopt, uh, [GREEN JOBS FORUM] 10:29:02 in a way. [GREEN JOBS FORUM] 10:29:03 I don't know, maybe more important, maybe kind of adapting the possible practice from other countries. [GREEN JOBS FORUM] 10:29:10 And just for [GREEN JOBS FORUM] 10:29:12 We have an information that, uh… [GREEN JOBS FORUM] 10:29:15 So all of those five components, and it can [GREEN JOBS FORUM] 10:29:24 So, yeah, in a way it's more comprehensive for you to use it to diagnose the status of your institution. Okay, any particular question about the action that have been taken? [GREEN JOBS FORUM] 10:29:38 Yes, madam. [GREEN JOBS FORUM] 10:29:42 I know in Cambodia. Thank you for the presentation. [GREEN JOBS FORUM] 10:29:50 sharing the experience from this time in the Philippines. I would like to know how did you engage the private sector in your integration of green competency into the curricula that you mentioned? [GREEN JOBS FORUM] 10:30:04 Because I didn't have opportunity earlier. I still have three pending questions. My second runs to you, and Dr. Margarita, because you presented the studies. [GREEN JOBS FORUM] 10:30:18 in Asian member states. Have you also done the, you know, analysis of cost efficiency or cost implication of greening Tibet? Because based on my observation, green lean Tibet is not necessarily cost efficiency. [GREEN JOBS FORUM] 10:30:37 Also just mentioned that… [GREEN JOBS FORUM] 10:30:42 Other practice, we should also bring our procurement, right? So, for example, if we want to replace using PVC backdrop by LED screen. Actually, it cost us 10 times. [GREEN JOBS FORUM] 10:30:55 And thanks to using the PPC, so my observation is that it is not always consistency, but what is your view or have you done any, you know, analysis on this? And my third question to my colleagues. [GREEN JOBS FORUM] 10:31:08 Akiko and [GREEN JOBS FORUM] 10:31:10 So, uh, what is your advice on entry point if any country would like to, you know, pilot outside of the ILO missionary on green jobs? And my final question to Dr. [GREEN JOBS FORUM] 10:31:23 As you mentioned about my priorities for Asian member states to contribute to green, uh, [GREEN JOBS FORUM] 10:31:31 And that's an action plan. Do you have any plan from TI that can support the countries in implementing those priorities? Thank you. Thank you. Wow, you addressed all of the speakers earlier. Thank you very much. Okay. [GREEN JOBS FORUM] 10:31:46 So there are two questions for Tesla for the Philippines. First is how do we engage industry? [GREEN JOBS FORUM] 10:31:55 We've been proactive in reaching out to [GREEN JOBS FORUM] 10:32:00 The Department of Labor and Employment has been very active also in engaging employers and in Tesla, we have a specific unit for partnerships and linkages. [GREEN JOBS FORUM] 10:32:15 You also have a unit for green tea bed, which has strong mandate in building this relationship with industries and so regularly we've had consultations with them. [GREEN JOBS FORUM] 10:32:30 conduct industry forums where we raise these trends with industry and encourage them to partner with us in building the capacity of reforming the curriculum, revising the curriculum. [GREEN JOBS FORUM] 10:32:49 And these are the efforts that we do to engage and we ensure that industry is a partner. [GREEN JOBS FORUM] 10:33:00 It also, I guess it's also good that we communicate the benefit, the benefits for them. [GREEN JOBS FORUM] 10:33:10 It makes good business. [GREEN JOBS FORUM] 10:33:15 I am. [GREEN JOBS FORUM] 10:33:16 and a good business model to, uh… [GREEN JOBS FORUM] 10:33:21 reduce material footprint consumption, ensure enhanced efficiency. I think communicating these benefits for them will encourage them to, uh… [GREEN JOBS FORUM] 10:33:34 And also invest in these initiatives. On the second question, uh… [GREEN JOBS FORUM] 10:33:52 There was another question that I kind of because I got caught in the thinking on the first question. Yeah. All right. [GREEN JOBS FORUM] 10:34:00 Okay, the second question. [GREEN JOBS FORUM] 10:34:05 I respond to the question about efficiency in greening. [GREEN JOBS FORUM] 10:34:10 Okay, um… [GREEN JOBS FORUM] 10:34:15 I think that in Gary we didn't focus on looking at the efficiency, but in practice, when we're working with student institutions, of course, and developing action plans, of course, each institution consider their own budget. [GREEN JOBS FORUM] 10:34:30 And I just want to provide the example from Hong Kong University where the work term. So they changed lights format and then they also put the sensors in the corridor so there is no lighting when [GREEN JOBS FORUM] 10:34:46 No one is moving and then they calculated the benefit and it was I don't remember the exact numbers, but of course the benefit was high. And when we're talking about holistic approach towards greening. [GREEN JOBS FORUM] 10:35:01 one pillow that requires budget is greening compost yes and that we can talk about the solar panels, we can talk about compost, etc etc. But there are the pillows we can do with your normal budget. [GREEN JOBS FORUM] 10:35:17 You don't need to put any extra money into the running of your institutions. [GREEN JOBS FORUM] 10:35:24 That's why when you are planning for your greening, you need to apply your strategic green skills because very often there are some funds from the governments or from the industry. I know that in Indonesia, Toyota provides funding for [GREEN JOBS FORUM] 10:35:41 secondary TV at schools, and then they applied it to become greener, and then they participated in the competitions. So there are different types of money around, you just need to look at. But the [GREEN JOBS FORUM] 10:35:56 The second line is that you can start without any extra funding. [GREEN JOBS FORUM] 10:36:04 The next one. [GREEN JOBS FORUM] 10:36:06 We've had actually a good. [GREEN JOBS FORUM] 10:36:12 Policy Foundation, we Congress of the Philippines just passed very recently a new procurement law with strong provisions on green procurement. And so that's, uh… [GREEN JOBS FORUM] 10:36:27 In terms of mainstreaming green procurement in our agencies, but also the Department of Budget and Management also tracks climate change expenditures in the Philippines, so that gives us, uh, a… [GREEN JOBS FORUM] 10:36:43 in the direction on how we could, uh… [GREEN JOBS FORUM] 10:36:49 resource efficient materials. It usually starts with what we call common supply and equipment with the paper that you use in your office. [GREEN JOBS FORUM] 10:37:04 And those items. But I understand that the challenge really is for the equipment. [GREEN JOBS FORUM] 10:37:11 seriously training that we were. [GREEN JOBS FORUM] 10:37:15 a greener alternatives, or more sustainable options for this equipment may be more expensive, but if we… I think if we look at the more long-term, [GREEN JOBS FORUM] 10:37:29 aspect to it, I think we're saving more because these things will be more durable or these are, uh… [GREEN JOBS FORUM] 10:37:39 Some designs are modular, so you don't have to buy the replacement. [GREEN JOBS FORUM] 10:37:44 where the entire equipment, but just, uh… [GREEN JOBS FORUM] 10:37:48 Uh, the equipment later on, so I think in the more long term, uh, dimension to it, uh, we're, we're, uh… [GREEN JOBS FORUM] 10:38:00 saving, and then, uh… [GREEN JOBS FORUM] 10:38:02 spending less on the more alternate sustainable alternatives. [GREEN JOBS FORUM] 10:38:08 Thank you very much. I know the time is up, so I don't know whether… I think since the question already asked, can we ask our colleague from ILO to respond about the entry point for any country we would like to adopt? Just a quick one, because, yeah, yeah. [GREEN JOBS FORUM] 10:38:22 Yes, very, very quickly. Well, we welcome that the more interested in participating and applying at the sort of piloting our methodology. I think that the first maybe that entry point is that if the country is interested in, maybe we are happy to actually organize more specific countries focused on [GREEN JOBS FORUM] 10:38:43 meeting to really to describe more in details what is this involves methodology so that, you know, the countries themselves can assess whether they are interested in, assess the readiness to participate, and then we can also to actually advise [GREEN JOBS FORUM] 10:38:58 Whether the readiness in terms of the data availability and whether the methodology is suitable for that country. So maybe that would be the starting point. [GREEN JOBS FORUM] 10:39:06 Thank you very much. Yes, maybe. Okay, so to extend the time a little bit more, thank you. To respond to the questions about Giazatus supporting the implementation of the framework action plan, which is a broad framework [GREEN JOBS FORUM] 10:39:22 So it covers various aspects. [GREEN JOBS FORUM] 10:39:25 Just a few things that we're doing currently and in the… [GREEN JOBS FORUM] 10:39:30 So the work of Dr. Short who was presented yesterday on the… [GREEN JOBS FORUM] 10:39:39 of the tracking of policy and policy frameworks in ASEAN is something that we will do in the second phase, also going into the next year is something we will continue to do. We do have an initiative under the lead of Lao PDR that is [GREEN JOBS FORUM] 10:39:55 Supporting… [GREEN JOBS FORUM] 10:39:58 Scale taxonomy development, particularly. [GREEN JOBS FORUM] 10:40:04 capacity sector… [GREEN JOBS FORUM] 10:40:07 member states level to decide which type of tech, what type of taxonomy. [GREEN JOBS FORUM] 10:40:14 It's a decision tool that was just decided and we are starting this one right now. [GREEN JOBS FORUM] 10:40:27 project has done various activities to support the broader LMIS capacities of member states. [GREEN JOBS FORUM] 10:40:35 And that would also in the future include capacity building to better anticipate future trends, including green… [GREEN JOBS FORUM] 10:40:44 transitioning really common trends in the labor market implications of that. [GREEN JOBS FORUM] 10:40:50 And last but not least, there's a complimentary effort through a GZ initiative called Data for Policy Initiative, which has worked very closely with the Vietnamese. [GREEN JOBS FORUM] 10:41:01 Social Affairs now moved into the Ministry of Foreign Affairs that has piloted a tool to make use of online job vacancy data and translate it into [GREEN JOBS FORUM] 10:41:14 Something that is structured, and it also has a… [GREEN JOBS FORUM] 10:41:22 label and then trust who could [GREEN JOBS FORUM] 10:41:25 Flash also gained skills using existing taxonomies. And there's also an intention from our side and I'm happy to discuss this further with colleagues and other member states to scale this. [GREEN JOBS FORUM] 10:41:39 initial pilot from Vietnam. [GREEN JOBS FORUM] 10:41:42 to something that is also useful for other member states, and that would have a focus on the topic of circular economy, which is also very closely connected to the topic of green scales and green jobs. [GREEN JOBS FORUM] 10:41:53 Excellent. So thank you very much again. So let's give Vik a round of applause to all of the presenters, especially [GREEN JOBS FORUM] 10:42:01 So I'd like to invite everyone for photo sessions because of the time, so, uh… [GREEN JOBS FORUM] 10:42:07 You can synthesize the precipitation by yourself. [GREEN JOBS FORUM] 10:42:15 Thank you again, Dr. Parianov
