# Green–Blue Futures — Day 1 strategic thesis: evidence map

**Source:** `08_Day1_Strategic_Policy_Intelligence_Report_19Oct2026.txt`, a prior JPT working synthesis based on **two distinct Day 1 recordings** (Parallel Session 3 and Plenary Session 3). Other Day 1 presentation decks in this repository expand the documentary materials, but do not turn the original report into complete Forum proceedings.

## Five source-derived findings

1. Investment-led green employment — Day 1 report, Part 2 finding 01; ADB Plenary 3.
2. Greening occupational tasks — Part 2 finding 02; Parallel Session 3.
3. Institutional responsiveness and co-investment — Part 2 finding 03; ADB / IBTE discussion.
4. Skills intelligence and outcomes — Part 2 finding 04; Parallel Session 3.
5. A just transition and flexible pathways — Part 2 finding 05; Parallel Session 3 / Plenary 3.

## Three systemic challenges

- **Timing paradox:** emerging sectors need workers before conventional demand thresholds justify new training provision (Part 3A).
- **Delivery-capacity constraint:** instructors, specialist equipment, procurement and financing can lag even when curricula are well specified (Part 3A).
- **Information gap:** national datasets do not automatically reveal employer-specific or local occupational needs (Part 3A).

## Brunei interpretation

The proposed **Green–Digital Skills Alignment Baseline**, not a new standalone platform, would identify occupational demand, institutional capability, agreed training responses and verifiable outcomes (Part 4).

## Day 2 morning comparison

The Day 2 morning transcript (20 October, 08:49–10:42) provides complementary examples: greening existing jobs, task/vacancy intelligence, evidence-based TVET readiness and whole-institution implementation. It does **not** validate every Day 1 claim, conclude the full Day 2 programme or establish a national Brunei readiness score. Day 2 slides are pending.

All conclusions are analyst interpretations for internal use, not policy commitments.
